Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: The Public Works and Government Services (PWGSC) on behalf of the Canadian Coast Guard (CCG) is procuring 26 Bird hazing Buoy. The CCG has a requirement for the supply and delivery of Bird Hazing Buoys and associated equipment to move wildlife from locations that are in the predicted pathway of spilled oil and to deter wildlife from entering areas that have previously been oiled. This Statement of Work (SOW) defines the Work required in the provision of the required Bird Hazing Buoy Kit and the technical requirements thereof. The Government of Canada introduced the Oceans Protection Plan to enhance marine safety and to protect Canada’s marine environment in November 2016. The Canadian Coast Guard is responsible for the Environmental Response Equipment (ERE) Program, under the Oceans Protection Plan (OPP). The goods and services procured under this program will help ensure that the Coast Guard is response ready when pollution spills occur. The ERE Program will replace aging ER equipment and introduce some new technologies to several locations across Canada through several unique procurements for different types of equipment. This Tidal Seal Boom requirement represents a part of modernizing the Coast Guard’s new Environmental Response capability and standardizing its equipment across Canada. This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications, Part 6 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. The Phased Bid Compliance Process (PBCP) applies to this requirement.
