IMPORTANT NOTICE TO SUPPLIERS RE REQUEST FOR STANDING OFFER SUBMISSION REQUIREMENTS

Suppliers are required to submit RFSOs electronically using the Canada Post epost Connect application for the subject RFSO. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Title:  Geotechnical Support Services, Request for Standing Offer

Location: Faro, Yukon Territory

The Faro Mine Complex (FMC) is an abandoned lead-zinc mine located in south-central Yukon, approximately 90 km driving distance, northwest of Ross River, and approximately 350 kilometers northeast of Whitehorse. The site is approximately 25 square kilometers in size. The access road to the Faro Mine Complex extends approximately 22 km from the Town of Faro to the mine, gaining over 400 m in elevation.
Work Description: 

Canada is seeking professional advisory and technical services in the area of Geotechnical Engineering and Science and associated Support Services, to assist Canada in successfully implementing remediation measures at the Faro Mine Complex. 
The successful Geotechnical Consultant established under this Standing Offer will support the operations at site by monitoring, reviewing and interpreting geotechnical instrumentation data and other information to provide recommendations to Canada and the site operators regarding safe and efficient operations at site..
As further detailed in the Required Services, the scope of work may include but is not limited to:   
• Overall program management services for the Standing offer agreement
• Dam system technical support services 
• Dam Safety Engineer for the ongoing monitoring, surveillance and safety of the dams at the FMC
• Operational support and technical expertise
• Emergency response guidance services
• Geotechnical hazard monitoring and interpretation
• Geotechnical data and instrumentation monitoring, installation maintenance, and data interpretation;
• Pit wall stability monitoring
• Geotechnical consultant advisory and technical support
• Geotechnical monitoring
• Site investigation and geotechnical design 

It is PWGSC's intention to authorize one (1) Standing Offer, for a period of three (3) years from the date of issuing the Standing Offer. The total dollar value of the Standing Offer is estimated to be $4,500,000.00 (Applicable Taxes included).  Individual call-ups will vary, up to a maximum of $1,500,00.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed.  

Delivery Date: 
The Standing Offer will be for a period of three (3) years from the date of issuing the Standing Offer with the irrevocable option to extend for two (2) additional one (1) year periods under the same conditions.

Firms intending to submit proposals on this project should obtain RFSO solicitation documents through Buyandsell.gc.ca/tenders. Addenda, when issued will be available from Buyandsell.gc.ca/tenders. Firms that elect to base their proposals on solicitation documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid.
