    Public Works and Government Services Canada (PWGSC) is inviting
    consulting firms with Mechanical and Electrical Industrial
    Engineering expertise to submit proposals for Standing Offers to
    support PWGSC Energy Service Acquisition Program (ESAP).  To be
    considered, the firm shall have extensive experience in district
    heating and cooling areas.  The selected consultants shall
    provide a range of services as identified in the Required
    Services section of this document for industrial projects in the
    National Capital Area (NCA).
    
    IMPORTANT NOTICE:  New measures related to Code of Conduct and
    certifications included in the solicitation documents requires
    attention.
    
    The ESAP program is a PWGSC initiative to modernize PWGSC
    heating and cooling infrastructure within NCA.  Within NCA,
    PWGSC operates seven central heating and/or cooling (CHCP)
    plants that serve over 100 buildings through five district
    heating and cooling systems. Four heating systems operate on
    high pressure steam and one operates on high temperature hot
    water.  Based on a review of best practices and on technical and
    economic analysis of central heating systems worldwide, it is
    clear that the government can achieve greater efficiency,
    savings for taxpayers and a greener more sustainable solution to
    this requirement through modernization and converting all of the
    heating systems to low temperature hot water.  The Department
    has conducted market soundings via two Request for Information
    and cross country consultations. As a result the Energy Service
    Acquisition Program is looking at the range of business model
    options, including a Design-Build-Finance-Operate and Maintain
    contract that would involve a Public-Private Partnership (PPP).
    
    In anticipation of conversion of all the five heating systems to
    low temperature hot water, PWGSC is now in the process of
    preparation of converting the buildings connected to these
    systems. Cooling systems are likely to be unchanged except that
    all chillers must be changed to eliminate chlorofluorocarbon
    (CFC) and hydrochlorofluorocarbon (HCFC) refrigerants in
    consideration of the Montreal Protocol.  The selected
    Consultants will be familiar with best practices in district
    heating and cooling and potential innovations that will
    facilitate improved financial, energy efficiency and
    environmental performance.  
    
    Proponents shall be licensed or eligible to be licensed to
    practise in the provinces of Ontario and Quebec.  If a Proponent
    is licensed to practise in only one of the two provinces, then
    that Proponent must be eligible and willing to be licensed in
    the province in which they are not licensed.  Firms should be
    able to demonstrate successful delivery of these services for a
    broad variety of projects over the last five (5) years.  In
    general, the firm and its personnel will be evaluated on the
    basis of their demonstrated understanding of the scope of
    services, their approach and methodology to providing those
    services, the quality of their relevant experience in this area,
    as well as the cost of the provision of the services.
    
    It is PWGSC's intention to authorize up to three (3) Standing
    Offers, each for a period of four (4) years from the date of
    issuing the Standing Offers.  The total dollar value of all
    Standing Offers is estimated to be $6,000,000.00 (GST or HST
    included).  Individual call-ups will vary, up to a maximum of
    $1,000,000.00 (GST or HST included).  Proponents should note
    that there is no guarantee that the full or any amount of the
    Standing Offers will be called-up; PWGSC will issue call-ups
    only when the specific services to be provided under the
    Standing Offer are needed.  Please refer to Section SP5, CALL-UP
    PROCEDURE.
    
    Consulting firms that consider themselves qualified to provide
    these services may order the Request for Standing Offer document
    from the Government of Canada Electronic Tendering Services
    through MERX.  Late submissions will not be considered.
