Timiskaming Québec Dam Replacement Project


Public Service and Procurement Canada (PSPC) intends to retain an engineering consulting firm (structural engineer specializing in concrete dam design) in the capacity of Prime Consultant, supported by a multidisciplinary team of Sub-Consultants such as a civil engineer with specialization in hydrology and hydraulics, water management, dam safety and emergency preparedness planning, a geotechnical engineer, bridge engineer and an environmental effect evaluation and monitoring specialist for the provision of full engineering services as described in the Request for Proposal for the complete replacement of the Timiskaming Québec Dam, Timiskaming, Québec.


The engineering consulting firm shall be licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial law in the province of Québec and or Ontario.


The construction cost estimate is $33,000,000.00, HST excluded, in 2015 dollars.


THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT.


This is a single phase selection process.  The nature of the requirement and the anticipated limited number of response by the industry leads PSPC tobelieve that this approach will not unduly force a large number of firms to expend an overall unreasonable amount of effort in response to PSPC.


Proponents responding to this Request for Proposal (RFP) are requested to submit a full and complete proposal.  The proposal will cover not only the qualifications, experience and organization of the proposed Consultant Team, but also the detailed approach to the work, and the pricing and terms offered.


A combination of the technical and price of services submissions will constitute the proposal.
Consulting firms that consider themselves qualified to provide these services may order the RFP document from the Government Electronic Tendering Service at www.buyandsell.gc.ca .  Late submissions will not be considered.
