At the date of bid closing, the following conditions must be met: 
The proponent MUST have at minimum one (1) Architectural resource, one (1) Mechanical resource, and one (1) Electrical resource who holds a valid personnel security clearanceat the level of Secret (level 2), granted by Public Safety (Special).
It is recommended that all interested Proponents verify, in advance, that they meet the minimum mandatory PS(S) Secret (level II) security clearance by providing the full name and date of birth of each proposed Personnel to the Contracting Authority at nabil.boujenoui@tpsgc-pwgsc.gc.ca as soon as possible.  Failure to meet the mandatory security clearance requirement at the date of bid close will render the proposal non-responsive.
Public Works and Government Services Canada (PWGSC) is inviting architectural firms with a team of sub-consultants which will include mechanical, electrical and structural engineers and a
cost specialist to submit proposals for Departmental Individual Standing Offers. This procurement will follow a one phase submission process. The selected consultants shall provide a range of services as identified in the Standing Offer Brief section of this document for projects within the National Capital Area (NCA), located in Gatineau, Quebec and Ottawa, Ontario.

Proponents shall be licensed or eligible to be licensed to practise in the province of Quebec and Ontario. If a Proponent is licensed to practise in only one of the two provinces, then that Proponentmust be eligible and willing to be licensed in the province in which they are not licensed.

It is PWGSC's intention to authorize up to three Standing Offers, each for a period of two years from the date of issuance of the Standing Offers and two additional one year periods. 
The total dollar value of all Standing Offers is estimated to be $4,800,000.00 (taxes included). Individual call-ups will vary, up to a maximum of $1,000,000.00 (taxes included). 

Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will award call-ups only when the specific services to be provided under the Standing Offer are needed.
