REQUEST FOR PROPOSAL

Public Works and Government Services Canada (PWGSC) intends to retain a 
professional engineering firm in the capacity of an Environmental Consultant (EC) for the abatement andwaste management requirements for th
e West Memorial Building Asset Integrity Project.  Construction will be 
implemented by a General Contractor (GC) contracted separately by 
PWGSC.

All interested Proponents are invited to attend an optional site visit on Wednesday October 14th, 2015 at 10:00 a.m. at 344 Wellington Street (loading dock entrance located on Bay Street between Sparks Street and Wellington Street), Ottawa, Ontario. Interested proponents must provide name(s
) and date(s) of birth of those attending by email to Mike Talom (mike.talom@pwgsc.gc.ca) NO LATER THAN Monday October 12th, 2015 at 12:00 p.m.. Valid photo ID will be required.

This is a single phase selection process. The nature of the requirement an
d the anticipated limited number of response by the industry leads 
PWGSC to believe that this approach will not unduly force a large 
number of firms to expend an overall unreasonable amount of effort in response to PWGSC.

Proponents responding to this RFP are requested to submit a full and complete proposal.  The proposal will cover not only the qu
alifications, experience and organization of the proposed Consultant Team, but also the detailed approach to the work, and the pricing and terms offered.  A combination of the technical and price of services submissions will constitute the proposal.

The Environmental Consultant (EC) must work closely and collaborate continuously with the A&E Consultant, who is responsible for the overal
l building rehabilitation design.  The EC shall prepare and actively manage all aspects of the abatement and waste management planning associated with this Project, in conjunction and coordination with the A&E Consultant and the GC.  Services shall be provided in accordance with “Doing Business with NATIONAL CAPITAL AREA”, as detailed in an annex to this RFP.


The Proponent shall be an Environmental Engineer licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provinc
ial or territorial law in the province of Ontario.

The West Memorial Building was designated a Classified Heritage 
Building in 1992. 
The purpose of WMB Asset Integrity Project is to remove designated substances and perform selective demolition in order to prepare the building for a future base building renovation and fit-up for use by PWGSC and its client departments.  Allowance should be made to maintain the bu
ilding in a mothballed state until the major construction can commence.
SECURITY REQUIREMENT

At the date of bid closing, the following conditions must be met:

(a) the Proponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1;

(b) the Proponent's proposed individuals requiring access to classified 
or protected information, assets or sensitive work site(s) must meet 
the security requirement as indicated in Supplementary Conditions SC1;

(c) the Proponent must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites..
