Public Works and Government Services Canada (PWGSC) is inviting Architectural and Engineering firms with the knowledge and experience of Building Conditions Report to submit proposals for Standing Offers. This procurement will follow a one phase submission process. The selected consultants shall provide a range of services as identified in the Standing Offer Brief section of this document for projects within the National Capital Area (NCA).  

Proponents shall be licensed or eligible to be licensed to practice in the province of Quebec and Ontario. If a proponent is licensed to practice in only one of the two provinces, then that proponent must be eligible and willing to be licensed in the province in which they are not licensed. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the Comprehension of the Scope of Services, Team Approach / Management of Services, Proponent’s Past Experience on Projects, Sub Consultant’s Past Experience on Projects, Proponent’s Senior and Project Personnel Expertise and Experience and Hypothetical Projects.

It is PWGSC's intention to authorize up to five (5) Standing Offers, each for a period of five (5) years from the date of issuing the Standing Offers.  The total dollar value of all Standing Offers is estimated to be $15,000,000.00 (taxes included).  Individual call-ups will vary, up to a maximum of $1,500,000.00 (taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will award call-ups only when the specific services to be provided under the Standing Offer are needed.
