If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Description Requirement: The National Research Council of Canada has a requirement to replace the existing Gas Turbine SGT-100 with a reconditioned SGT-100 fitted with a Dry Low Emission (DLE) and to upgrade the control system and auxiliaries; all maintained under a one (1) year warranty for parts and labor. Background: The National Research Council of Canada (NRCC) owns and operates an EGT Typhoon-Intro Gas Turbine Generator (GTG) at a nominal output of 4.0 MWe located in Ottawa, Ontario. The GTG was installed as an intro model in 1993 and is reaching its major overhaul date. At this time, fired hours are approximately as follows: Core Combustion Turbine (since last major overhaul in March 2011) 44,000 Balance of Skid 181,000 Note: The power turbine section was replaced in the fall of 2017 and the system currently has 1,390 starts since commissioning in 1993. The NRCC is committed to the environment and will lower NOx emissions by upgrading to a dry low emissions (DLE) system and operate the turbine at a greater efficiency by upgrading obsolete PLC controls systems. In addition, the NRCC has a mandate to lower carbon emissions and has recently moved to an intermittent operation of the GTG in order to manage campus demand and lower Global Adjustment costs. The new GTG operation schedule is expected to remain under 500 hours per year and is expected to require no more than 50 starts and stops annually. Scope of work The use of an ACAN to enter into a contract with the Original Equipment Manufacturer (OEM) will permit the most expeditious replacement of this equipment, meeting the client’s specific timeframe. The upgrade is split into three (3) main components: 1. DLE System Upgrade 2. PLC Controls Infrastructure 3. Warranty on Equipment and Services (1 year required) 1. Dry Low Emissions (DLE) Upgrade a) STG-100 compatible (same footprint) b) NOx emission to meet MOECC guideline A-5 2. PLC Controls Infrastructure Upgrade a) Remove Rustronic MKII and upgrade to a PLC base system b) Vibration Monitoring Control Upgrade c) Gearbox (inspection only) d) Other components upgrades pertaining to DLE and PLC Upgrade 3. One Year Warranty on Parts and Labor a) Contractor is expected to be responsive to a call, on site with qualified personnel and appropriate tools within 48hrs during the warranty period. Mandatory Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets all of the following mandatory requirements: - Experience with Three (3) Overhaul Upgrades on a Siemens SGT-100; - Experience with three (3) Rustronic Controls upgrades to PLC based controls on any Ruston/Siemens Turbines with DLE (Dry Low Emission) - Capability to deliver on site corrective measures within 48 hours; - The Contractor must hold a valid Designated Organization Screening (DOS); and, - The Contractor shall deliver to Canada a performance bond and a labour and material payment bond each in an amount that is equal to not less than 50 percent of the Contract Amount (excluding applicable taxes). Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement: - Canadian Free Trade Agreement (CFTA) Justification for the Pre-Identified Supplier A competitive solicitation process has already been completed and failed to provide a successful contractor. Only one known provider has the required experience and security clearance to complete the work. Exclusions and/or Limited Tendering Reasons A fully competitive solicitation had been completed and closed on August 29, 2019 and failed to provide a successful contractor. The work must occur during a specific timeframe when the equipment will not be in use. Period of the proposed contract The on-site installation by the contractor must not begin before October 1, 2020, and must be completed prior to December 15, 2020, including all commissioning phases. Cost estimate of the proposed contract The range for this ACAN is: $1,000,001 to $5,000,000. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Any statement of capability received after the closing date of this ACAN, or does not demonstrate how they meet the mandatory criteria, will not be considered. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is March 19, 2020 at 2:00 p.m. EST. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
