    NATIONAL CAPITAL AREA - BRIDGE MAINTENANCE PATROLS 
    ALEXANDRA BRIDGE, MACDONALD-CARTIER BRIDGE AND CHAUDIÈRE CROSSING
    Requirement
    To provide all necessary labour, tools, equipment, materials, safety devices and supervision required to provide regular Maintenance Patrol Services such that Public Services and Procurement Canada (PSPC) Bridges spanning the Ottawa River between Ottawa, Ontario and Gatineau, Quebec, will be safe, reliable and will meet all operation requirements.
    
    Period of the Contract
    The period of the resulting contract will be for one (1) year with four (4) options to extend each for an additional consecutive twelve (12) month period.
    
    Security Requirements
    SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:  
    1.     The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    2.      The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC. 
    
    3.   Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    4.   The Contractor/Offeror must comply with the provisions of the:
     (a) Security Requirements Check List and security guide (if applicable).
     (b) Industrial Security Manual (Latest Edition).
    
    Mandatory Site Visit
    It is MANDATORY that the Bidder or a representative of the Bidder visit the work sites. Arrangements have been made for the site visit to be held on March 28, 2017. The site visit will begin at 9:00 a.m. meeting at the MacDonald-Cartier Bridge, Ottawa, Ontario.   
    
    Bridges will be visited in the following order:
    • MacDonald Cartier Bridge - see  meeting point indicated at Appendix M of the Request for Proposal
    • Alexandra Bridge - see meeting point indicated in Appendix M of the Request for Proposal
    • Chaudière Crossing- see meeting point indicated in Appendix M of the Request for Proposal
    It is mandatory that bidders provide and wear all Personnel Protective Equipment for the site visit including:  SAFETYBOOTS, HARD HAT, AND TRAFFIC VEST/JACKET.  Bidders who do not comply will not be permitted to attend the site visit.
    Contractors are responsible for their own transportation. No parking is provided by PWGSC.  Contractors are responsible for their own parking.
    Bidders should communicate with the Contracting Authority prior to the site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. 
    Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.  A maximum of two (2) representatives per company will be permitted to examine the site.
    Proposals will be evaluated against Mandatory and Point Rated Criteria.
    Mandatory requirements:
    1) Attendance at the Mandatory Site Visit;
    2) Security Clearance of  RELIABLITY at bid closing, in accordance with Part 6,  Security Requirements; 
    3)  Submission of a Firm Price/Rate in Canadian funds for all the items listed in the RFP, Part 3, Section II, Financial Bid;
