Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Paper Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Threat and Risk Assessment (TRA), Security Design Brief (SDB) and Security Consulting Services (SCS) EP111-151227 Requirement Public Works and Government Services Canada (PWGSC) invites interested Offerors to respond to this RFSO for the provision of the work streams identified below for buildings owned and/or operated by various federal government departments, agencies and Crown Corporations located in the National Capital Area (NCA). The Offeror offers to fulfill the requirement of Threat and Risk Assessment (TRA), Security Design Brief (SDB) and Security Consulting Services with reports as the primary deliverable as defined by the requirements in accordance with the Statement of Work at Annex "A1, A2 and A3". The report must include recommendations for corrective work to be undertaken where necessary to counter threats. In addition, some TRA and SDB work may be required for infrastructure components such as bridges, dams and other infrastructures. Such cases will be handled as exceptions from the main stream of TRAs, but will also require reports with recommendations, and no corrective work is to be undertaken under this SO. Work under this category will be paid based on firm hourly rate. a) Threat and Risk Assessment (TRA) Threat Risk Assessments (TRA's) embody the risk management approach to security, identify employees and assets that need protection, analyze threats against them, assess the current risk, and recommend safeguards to reduce the risk to an acceptable level. Federal Government Departments rely on base building TRA's to determine safeguards for facilities it administers as a custodian department. b) Security Design Brief (SDB) Security Design Briefs (SDB's) identify security requirements for assets that need protection, analyze threats against them, assess the current risk, and recommend safeguards to reduce the risk to an acceptable level. Federal Government Departments rely on base building SDB's to determine safeguards for facilities it administers as a custodian department. c) Security Consulting Services (SCS) The Security Consultant is required to manage, review, monitor and coordinate the implementation of the physical security solution for a facility rehabilitation or new construction project. While others will be responsible for the implementation and support of the Integrated Security System (ISS), the Security Consultant will provide project management services, as directed by the Technical Authority. The goal of these services is to ensure a successful security design and implementation. The Security Consultant will validate and verify that the security design and implementation meet the Client's needs, as set out in various functional and programmatic requirements documents. In addition, the Security Consultant will be responsible for the detailed design requirements and validating the implementation of all architectural and personnel-related solutions and programs not provided by others to ensure that they meet the specified requirements. Response time The Contractor is required to respond to individual call-ups (as determined at the time of each individual call-up) according to the following: For a normal requirement, the contractor must respond by electronic mail within 3 business days For urgent requirements, the contractor must respond by electronic mail within 2 business days Period of the Standing Offer This RFSO will result in Regional Individual Standing Offer (RISO) valid for five (5) years. Security Requirement (before award of Standing Offer) Consult the Canadian Industrial Security Directorate (CISD)Website for more information. The following security requirement (SRCL and related clauses) applies and form part of the Standing Offer. 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, with approved Document at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 2. The Contractor/Offeror personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CISD, PWGSC. 3. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitive CLASSIFIED information until CISD/PWGSC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET. 4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 5. The Contractor/Offeror must comply with the provisions of the: (a) Security Requirements Check List and security guide (if applicable), attached at Annex C; (b) Industrial Security Manual (Latest Edition). Offeror's Site or Premises Requiring Safeguard Measures The Offeror must diligently maintain up-to-date, the information related to the Offeror's site or premises, where safeguard measures are required in the performance of the Work, for the following addresses: Address: Street Number / Street Name, Unit / Suite / Apartment Number City, Province, Territory / State Postal Code / Zip Code Country Language Capability While the majority of the services and deliverables will be delivered in English language, there may be a requirement to provide services and deliverables in French language. Basis of Selection An offer must comply with the requirements of the Request for Standing Offers to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.
