    NOTICE OF PROPOSED PROCUREMENT
    
    Surveying on Federal Lands - Utility Tunnels and Above Ground Cadastral Surveys 
    Confederation Heights, Ottawa

    Requirement 
    Public Works and Government Services Canada (PWGSC) is soliciting proposals from Bidders to conduct Cadastral Surveying on Federal Lands, Confederation Heights, Ottawa. The surveys will include locating utility tunnels, buried utilities, above ground structures, property boundaries and measuring elevations.
    PWGSC would like to obtain legal boundary surveys, needed to prepare registered descriptions, for a series of utility tunnels, buried pipes, surface buildings and land parcels located within the Confederation Heights Government campus, Ottawa.  The site contains a number of Government agency buildings serviced by a central heating and cooling plant and interconnected by utility tunnels. The lands are owned by PWGSC and various other Government Agencies or Crown Corporations.  This project includes: cadastral surveying to prepare Ontario Land Registry Office Reference Plans required to establish the partial limits of PWGSC land parcels and to describe easements to accommodate utility tunnels and buried hot/chill water pipes; determining elevations within the tunnels and on the surface; and the preparation of a Surveyor’s Real Property Report on select portions of the site.  All must be signed by an Ontario Land Surveyor.  
    The requirement is for Professional and Technical Services - Geomatics, Real Property Branch of Public Works and Government Services Canada (PWGSC) for Confederation Heights, Ottawa, Ontario.
    
    Period of Contract
    The period of the contract shall be for a period of eighteen (18) months.
    
    Optional Site Visit
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Confederation Heights on 14 sept 2017. Bidders are requested to send maximum of 2 representatives to participate at the site visit because of limited capacity of the tunnels. All those participating are asked to report at the entrance of 501 Heron Road, Ottawa.  The site visit will begin at 9:00 am EST.  However, there may be more than 1 scheduled time of site visit depending on the number of participants. Therefore, bidders are requested to communicate with the Contracting Authority no later than 12 sept 2017at 11am EST to confirm attendance and provide the name(s) of the person(s) who will attend. PWGSC will notify bidders of the time they will be accommodated for the site visit. 
    Bidders may be requested to sign an attendance sheet. Participants need to wear safety boots, hard hat and a safety vest.  Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    
    Security Requirements
    The following security requirement (SRCL and related clauses) applies and form part of the Contract.  
    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    2.  The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
    3.  The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
    4.  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    5.  The Contractor/Offeror must comply with the provisions of the:
    
    (a) Security Requirements Check List and security guide (if applicable), attached at Annex C;
    (b) Industrial Security Manual (Latest Edition).
    
    Basis of selection
    1.  To be declared responsive, a bid must:
     (a) comply with all the requirements of the bid solicitation; 
     (b) meet all the mandatory evaluation criteria; and
    (c) obtain the required minimum of 33 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 100 points.
    2.  Bids not meeting (a) or (b) or (c) will be declared non-responsive. 
    3.  The responsive bid with the lowest evaluated price will be recommended for award of a contract.
