Intent of this Request for Information (RFI)

This is not a bid solicitation. This RFI will not result in the award of any contract. As a result potential suppliers of any goods or services described in this RFI should not reserve stock, or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement. Also, the procurement of any goods and services described in this RFI will not necessarily follow this RFI. This RFI is intended to solicit feedback from industry with respect to the matters described herein.

 Background Information

Global Affairs Canada (GAC) is designated as the Government of Canada's custodian responsible for all federal real property in support of diplomatic and consular purposes outside Canada. In this role, the Department is mandated to provide common services related to real property and goods and services procurement in support of operations of the Department, accommodating more than 7,000 government employees from more than 30 federal departments, agencies, crown corporations and provincial governments who deliver a vast array of programs abroad.  

GAC's Real Property Bureau (ARD) must ensure it provides best value to Canadians, while efficiently delivering services to support the Department’s employees on an international basis. Inorder to achieve these objectives, ARD has already outsourced property and facilities management and project delivery services at its High Commission in London, England.  

Similar initiatives have already been adopted in the federal government, including at Public Works and Government Services Canada PWGSC (now known as PSPC) where the majority of their assets are managed under such a model; known as Alternate Forms of Delivery.  

ARD is also considering the possibility of outsourcing these services in Paris, France (130, rue du Faubourg Saint-Honoré). In order to fulfill its requirements, GAC will be seeking to attract bids from dynamic, solution-oriented private sector real property suppliers who are committed to long term collaborative relationships for the delivery of high quality services to our clients.

There are no security requirements associated with responding to this RFI.

Response Costs
Canada will not reimburse any respondent for expenses incurred in responding to this RFI.
