DESCRIPTION OF THE REQUIREMENT:

The Parliamentary Precinct Branch of Public Works and Government Services Canada (PWGSC) has a requirement for real property project management services.  The successful Contractor will assist PWGSC in managing the planning, design and implementation for the Parliamentary Precinct Branch Recapitalization (RECAP), Security (SEC), Building Component and Connectivity (BCC), and Project Delivery Unit (PDU) Programs.

The Contractor will provide the services on an “as and when requested” basis. All requirements will be authorized through Task Authorizations issued in accordance with the Contract.

APPLICABLE TRADE AGREEMENTS:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force.


PROPOSED PERIOD OF CONTRACT:

It is intended to result in the award of 1 contract of 2 years plus 2 two-year irrevocable options allowing Canada to extend the term of the contract.  


EVALUATION PROCEDURES

Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.

An evaluation team composed of representatives of Canada will evaluate the bids.

Canada will use the Phased Bid Compliance Process (PBCP) described below.
