    The purpose of this Notice of Proposed Procurement Amendment No.
    3 is to change the following:
    
    1) Mandatory Security Clearance at b) revise proposed Non
    Working On Site Supervisor to proposed Working On Site Supervisor
    2) Mandatory Requirements at 3. revise Non Working On Site
    Supervisor qualifications to Working On Site Supervisor

    This notice is to advise ALL interested bidders that in order to
    be awarded a contract which contains a security requirement, all
    bidders MUST hold a valid Security Clearance granted or approved
    by PWGSC Canadian Industrial Security Directorate (CISD) at the
    level indicated in this solicitation document. Should the bidder
    not currently hold a valid Security Clearance or require the
    level to be upgraded, PWGSC will sponsor the bidder. Please

    Requirement
    To provide Janitorial Services including all labour, material
    and equipment for Public Works and 
    Government Services Canada (PWGSC), located at Admiral Building,
    2086 Walkley Road and 2074 
    Walkley Road, Ottawa, Ontario, Canada. The services must be
    provided in accordance with Statement of 
    Work.
    
    Period of the Contract
    The period of any resulting Contract shall be for a period of
    two (2) year(s) plus up to three (3) additional 
    consecutive twelve (12) month periods, under the same conditions.
    
    At the time option year 2 and option year 3 are each exercised
    the rates in the Basis of Payment  will be increased or
    decreased by multiplying the rates by the percentage change in
    "The Consumer Price Index", major components, selected
    sub-groups and special aggregates, provinces, Whitehorse and
    Yellowknife, not seasonally adjusted" ("CPI" ) for the
    appropriate province for the 12 month period ending two months
    before the expiration date of the current period of the contract
    ("period").  The CPI which shall be used is published in
    Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12,
    for the appropriate province all-items CPI of the period as
    described above.

    Security Requirement
    1. 	The Contractor/Offeror personnel requiring access to secure
    work site(s) must, at all times 		during the performance of the
    Contract/Standing Offer, EACH hold a valid SITE ACCESS
    		clearance, granted or approved by the Canadian Industrial
    Security Directorate, Public Works 		and Government Services
    Canada.
    
    2. 	The Contractor/Offeror must comply with the provisions of
    the Security Requirements Check 		List and Security Guide (if
    applicable).
    
    
    Mandatory Security Clearance
    1.Before award of a contract, the following conditions must be
    met:
    
    the Bidder's proposed individuals requiring access to classified
    or protected information,   assets  or sensitive work site(s)
    must EACH hold a security requirement of a valid SITE ACCESS
    clearance as indicated in Part 7 - Resulting Contract Clauses;  
                                        
    the Bidder's proposed Working On-Site Supervisor, in accordance
    with Part 3, Section 1, clause 3.1.2, Technical Bid, requiring
    access to classified or protected information, assets  or
    sensitive work site(s) must EACH hold a security requirement of
    a valid SITE ACCESS clearance,  as indicated in Part 7 -
    Resulting Contract Clauses;                                     
    
    the Bidder must provide the name of all individuals who will
    require access to classified or protected information, assets or
    sensitive work sites.
    
    Bidders are reminded to obtain the required security clearance
    promptly.  Any delay in the award of a contract to allow the
    successful bidder to obtain the required clearance will be at
    the entire discretion of the Contracting Authority.

    Mandatory Site Visit
    Due to the nature of this requirement and in order to gain
    access to the sites it is MANDATORY that all interested bidders,
    submit the Names (legal name) and Birth Dates of their
    representatives that will be attending the Mandatory Site Visit
    to the Contracting Authority (Bushra Mirza) at facsimile (819)
    956-3600 or by email bushra.mirza@pwgsc-tpsgc.gc.ca no later
    than Monday, May 11, 2015.   
    
    IT IS MANDATORY THAT THE BIDDERS PROVIDE AND WEAR SAFETY
    SHOES/BOOTS FOR THE SITE VISIT. BIDDERS WHO DO NOT WEAR SAFETY
    SHOES/BOOTS WILL NOT BE PERMITTED TO ATTEND THE SITE VISIT.
    
    It is MANDATORY that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for the
    site visit, located at Admiral Building, to be held at 2086
    Walkley Road, Ottawa, Ontario, Canada on May 14, 2015. The site
    visit will begin at 10:00 am EDT.
    
    Personnel security screening is required prior to gaining
    authorized access to secure worksites. Bidders must communicate
    with the Contracting Authority (Bushra Mirza) no later than
    Monday, May 11, 2015 to confirm attendance and provide the
    name(s) of the person(s) and date(s) of birth who will attend. 
    
    Bidders will be required to sign an attendance sheet. Bidders
    should confirm in their bid that they have attended the site
    visit. Bidders who do not attend the mandatory site visit or do
    not send a representative will not be given an alternative
    appointment and their bid will be declared non-responsive. Any
    clarifications or changes to the bid solicitation resulting from
    the site visit will be included as an amendment to the bid
    solicitation. 
    
    A maximium of two (2) representatives per company will be
    permitted to examine the site.

    I: Technical Bid (1.1);
    3. Working On Site Supervisor qualifications in accordance with
    Part 3, Section I: Technical Bid (1.2); 
    4. Submission of a Firm Price/Rate in Canadian funds for all the
    items listed in the RFP, Part 3, 		     Section II, Financial Bid
