Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Solicitation No. EJ196 - 162034 Janitorial Services, Don Reid (Ottawa, On) Requirement To provide Janitorial Services including all labor, material and equipment for Public Works and Government Services Canada (PWGSC), located at 2455 Don Reid Drive, Ottawa, Ontario, Canada. The services must be provided in accordance with Statement of Work. Period of the Contract The period of any resulting Contract will be for a period of two (2) year(s) plus up to three (3) additional consecutive twelve (12) month periods, under the same conditions. Canada may exercise this option at any time by sending a written notice to the Contractor 60 days before the contract expiry date. The option may only be exercised by the Contracting Authority, and will be evidenced, for administrative purposes only, through a contract amendment. At the time option year 2 and option year 3 are exercised, the rates in the Basis of Payment will be increased or decreased by multiplying the rates by the percentage change in The Consumer Price Index, major components, selected sub-groups and special aggregates, provinces, Whitehorse and Yellowknife, not seasonally adjusted (CPI) for the appropriate province for the 12 month period ending two months before the expiration date of the current period of the contract (period). The CPI which will be used is published in Statistics Canada Catalogue no. 62-001-X, tables 9-1 to 9-12, for the appropriate province all-items CPI of the period as described above. The Contractor/Offeror personnel requiring access to secure work site(s) must, at all times during the performance of the Contract/Standing Offer, EACH hold a valid SITE ACCESS Clearance, granted or approved by the Canadian Industrial Security Directorate, Public Works and Government Services Canada. 2. The Contractor/Offeror must comply with the provisions of the Security Requirements Check List and security guide (if applicable), attached at Annex C. Mandatory Item Due to the nature of this requirement and in order to gain access to the sites it is MANDATORY that all interested bidders, submit the names (legal name) of their representatives that will be attending the Mandatory Site Visit to the Contracting Authority by August 3rd, 2016. It is the responsibility of the Bidders to ensure that the Contracting Authority is in receipt of this information by the date shown. Bidders who fail to submit the required information by August 3rd, 2016 will be denied access to the sites. Mandatory Site Visit It is MANDATORY that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 2455 Don Reid Dr., Ottawa, Ontario on August 10th, 2016. The site visit will begin at 9:00 am (EST) at the main entrance. It is mandatory that bidders wear safety boots for the site visit. Bidders who do not comply will not be permitted to attend the site visit. Bidders willbe required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. A maximum of two (2) representatives per company will be permitted to examine the site. Mandatory Requirements A) Mandatory Security Clearance of Site Access at bid closing, in accordance with Part 6, Security Requirements; B) Contractor's qualification in accordance with Part 3, Section I: Technical Bid; C) Working On-site Supervisor(s) qualification in accordance with Part 3, Section I: Technical Bid; D) Submission of a Firm Price/Rate in Canadian funds for all the items listed in the RFP, Part 3, Section II, Financial Bid; All enquiries are to be submitted in writing to the Contracting Authority Rizwan Shah at facsimile (819-956-3600) or E-Mail: rizwanali.shah@pwgsc-tpsgc.gc.ca Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
