    The department of Public Works and Government Services (PWGSC) has a requirement for the development of the Plant Explorer, a virtual and customized 3D interactive viewer interface of up to five (5) Central Heating and Cooling Plants (CHCP) operated in the National Capital Region (NCR). 
    
    The goal is to achieve the highest feasible density point cloud / 3D model with interactive features, in order to provide prospective Public Private 
    
    
    
    Partnership (P3) proponents with all of the relevant information within 
    
    
    
    one customized central viewer which allows the user to navigate through 
    
    
    
    a virtual version ofeach plant.
    
    The Energy Services Acquisition Program (ESAP) of PWGSC was conceived 
    to update the heating and cooling methodology and technology - 
    installed over 50 years ago, to over 80 buildings within the NCR. As part of this modernization initiative, ESAP will be converting up to five (5) CHCPs operated in the NCR from high pressure steam / high temperature hot water systems, to low temperature hot water systems. The pr
    
    
    
    oposed modification will likely be carried out through a P3 procurement 
    
    
    
    model.
    
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Confederation Heights Heating and Cooling Plant located at501 Heronroad, Ottawa, ON, K1V 1A7, on May3rd, 2017. The site visit will b
    egin at 13:00 PM EDT.
    
    Safety Boots are required in order to gain access to the site visit. PWGSC is not responsible for providing safety boots, potential bidders must supply their own. 
    
    Bidders are requested to communicate with the Contracting Authority no later than May 1, 2017, to confirm attendance and provide the name(s) of t
    he per
    
    
    son(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    
    The Contractor/Offeror must, at all times during the performance of the Contract
    
    
    
    /Standing Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding and ProductionCapabilities at the level ofPROTECTED B, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC
    ).
    
    The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITYSTATUS, granted orapproved by the CISD/PWGSC.
    
    The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the 
    
    
    
    CISD/PWGSC has issued writtenapproval.  After approval hasbeen 
    granted or approved, these tasks may be performed at the level of PROTECTED B, including an IT Link at the level of PROTECTED B.
    
    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    To be declared responsive, a bid must: 
    
    a. comply with all the requirements of the bid solicitation; and
    b. meet all mandatory technical evaluation criteria; and
    c. Receive a mark of 70% in each project or higher in the point rated criteria.
    
    Bids not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid obtaining the highest number of points nor the one with the lowest evaluated price will necessarily be accepted. The selection will be based on the highest responsive combined rating of tec
    
    
    
    hnical merit and price. The ratio will be 70% for the technical merit and 30%for the price.
