PWGSC decided that they will award the Commissioning Agent solicitation #EN448-210120/C contract following the award of the Prime Consultant contract solicitation #EN448-203118/A estimated at the end of February 2021. That being said, bidders can submit, or participate in, bids for both solicitations, and if a bidder is awarded, or is part of the sub-consultant team to the party that is awarded, the Prime Consultant contract, that bidder may withdraw its bid from the Commissioning Agent without penalty. (See amendment 004)

Reissue of Bid Solicitation

This bid solicitation cancels and supersedes previous bid solicitation number EN448-210120/A dated August 8th, 2020 with a closing of September 14th, 2020 at 2:00pm EDT. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.

Requirement

Public Services and Procurement Canada (PSPC) intends to retain a professional engineering firm in the capacity of Contractor to provide commissioning services for the Les Terrasses de la Chaudière (LTDLC) Envelope Rehabilitation project (Project). Construction will be implemented by a Construction Manager (CM) contracted separately by PSPC.

Period of the Contract

The period of the Contract will be for seven (7) years.

Security Requirement 

Before the award contract, the following conditions must be met:
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved document Safeguarding at the level of PROTECTED B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.

Evaluation

Technical Evaluation: 
Bids will be assessed against mandatory and point rated criteria as defined in the RFP. Only bids meeting all the mandatory and the required pass mark under the point-rated criteria will be further evaluated financially.Rated Technical Criteria with a pass mark of 60 points of 100 points.

Financial Evaluation:
The evaluated price of a bid will be determined in accordance with the total of firm lot price submitted by bidders.

Basis of Selection

Highest Combined Rating of Technical Merit (70%) and Price (30%)
An bidder must comply with the requirements of the Request for Proposal and obtain the required minimum number of points for the Point Rated Technical Criteria (RT) of 60 points (or 60%). The bidder with the highest combined rating of technical merit and price will be recommended for issuance a contract.
