    Purpose
    
    Public Works Government Services Canada’s (PWGSC) intent for this RFI is to engage Industry in a consultative process by seeking industry feedback on the Department of National Defense’s (DND) requirement for a Portable, Lightweight, Low-Power Deperming System capable of performing efficient and expedient magnetic silencing of Halifax Class frigates.
    
    The term “Portable” means the Deperming System not being part of a fixed installation, and able to be used at either Canadian Navy Fleet Base (Halifax, Nova Scotia and Victoria, British Columbia).
    
    The term “Lightweight” means an item of the Deperming System, once onboard, can be handled and positioned by a maximum of five (5) able-bodied adults using the guidelines for lifting capacity in the Canadian Labour Code.
    
    The term “Low-Power” is relative to existing Deperming Systems, which can require in excess of 4 Megawatts of electrical power to achieve the maximum strength (top-shot) field requirements for Deperming Halifax Class Frigates. For this design, the input power is limited to ½ the output of a single Halifax Class Frigate main power supply electrical generator, which is ½ of 800kW = 400kW.
    
    The information provided by industry may be used to support Canada’s decision-making process such as finalizing requirements and determining the procurement strategy.
    
    As the project progresses towards a formal Request for Proposal (RFP), this RFI will provide a continuous single point of official communication with industry. The project will use this RFI process for multiple purposes such as:
    
    -Collaborating with industry on the Statement of Work, the procurement strategy and the bid evaluation;
    -Presenting questions to industry and soliciting comments and feedback;
    -Ensure all interested participants receive the same information.
    
    
    This initial RFI release is to:
    
    a) Gauge level of competition for this type of capability;
    b) Create a dialogue between Canada and Industry with the view of determining Industry’s capability to provide a Portable, Lightweight, Low-Power Deperming System;
    c) Understanding capability and availability of potential existing commercial solutions and their general price point based on the requirements listed below;
    d) Request Industry to provide a Rough Order of Magnitude (ROM) cost for their proposed system. ROM estimates must include all system acquisition, training, set to work and travel costs;
    e) Request Industry to provide separate timelines for system design, system demonstration, and full system delivery;
    f) Invite industry to submit questions, comments, concerns with the requirement and insight into any related alternatives.
