Prior to posting the Request for Proposal (RFP), PWGSC is conducting an optional site visit for potential bidders who are interested in submitting a proposal for the Main Construction Management contract at the Giant Mine Site. The intent of the site visit is to provide potential bidders the opportunity to see the site prior to winter conditions as it is anticipated the requirement will be tendered this winter, 2013-2014. This Letter of Interest request only describes an anticipated solicitation, provision of a Letter of Interest and attendance at the site visit does not constitute a contract between Canada/PWGSC and the interested proponent. PROJECT SCOPE: The majority of site work commencing in the fall of 2014, including ongoing care and maintenance to the end of remediation, is expected to be delivered using a construction manager. Phase I of the Main Construction Management contract will include the care and maintenance of the mine, fulfilling the mine manager function (responsible for overall Health & Safety) as defined in the NT Mines Health & Safety Act, and the implementation and management of a site environmental management system. Phase I will also include elements of advisory and support services, project administration, work package development, cost estimating, cost management, time management, and risk identification and management primarily associated with building the schedule and substantive cost estimate for the total remediation project. Additionally, if there is any work remaining from the site stabilization plan or urgent work required to address an identified health or safety concern, this contract would be utilized to complete it. Under Phase II of this contract, the focus will shift to the completion of the overall remediation activities along with care and maintenance responsibilities. The Construction Manager will provide the following pre-construction, construction and post-construction services: advisory and support services, project administration, work packaging, cost estimating, cost management, time management, risk management, scope control and management, quality control and assurance, general contractor services, tendering services that include subcontracting all work packages using competitive bidding processes, subcontractor coordination, etc. The current understanding for the overall remediation work to be delivered by the Main Construction Manager is a combination of design-build (D/B) and design-bid-build (D/B/B) work packages. Consequently, the Construction Manager will be issuing contracts with engineering components, specific to the work package requirements. The table below summarizes the work packages PWGSC has identified for planning purposes, along with a brief description and the anticipated procurement approach (D/B or D/B/B). Procurement Approach Work Package Description Design-Build Demolition and Debris The demolition and disposal of site structures and utilities as well as the collection of all surface debris. Contaminated Soil Remediation of contaminated soil at the site by either excavation or by capping and covering. Openings to Surface Permanent closure of mine openings. Open Pit Closure Stabilization of the pits to address geotechnical concerns and construction of fences or berms to protect public safety. Borrow Sources Development of fine and coarse grained borrow sources within the site to meet project requirements. Underground Complete underground stabilization activities such as stope backfill, bulkhead improvements, and access upgrades as defined to meet long term remediation requirements. Design-Bid-Build Surface Water Construction of low maintenance water conveyance systems to direct surface runoff from undisturbed or reclaimed areas to natural receiving streams and to temporarily convey surface runoff from unreclaimed areas to mine water systems for storage and/or treatment Baker Creek Remediation activities to stabilize the Creek, isolate or remove contaminants from the environment and restoration activities to support ecological processes. Tailings Rehabilitation Construction of a soil cover over the identified tailings impoundment areas. Freeze Program Supply and install the necessary infrastructure to achieve the freeze objectives for the site. The estimated duration including both phases of the contract is 10 years. OPTIONAL SITE VISIT It is optional that potential bidders or their representatives visit the work site. The optional site visit is to be held on October 2nd, 2013. Bidders must communicate with the Contracting Authority no later than Wednesday, September 25th, 2013 to confirm attendance and provide the names of the person(s) who will attend. INFORMATION: 1) Due to limited space, each bidder attending will be limited to one (1) representative for the site visit and four (4) representatives for the information session. 2) There will be a site visit on October 2nd, 2013. Registered attendees are to meet at the C-Dry Boardroom at the Giant Mine Site, Yellowknife, NT at 9:00 am. An information session will be held on October 3rd, 2013 at 9:00 am at T.B.D. 3) Attire - It is mandatory that all persons attending the site visit have the proper safety footwear (CSA approved green patch). Hard hats, high visibility vest and safety glasses are also required. Bidder personnel/individuals who do not have the proper safety attire will be denied access to the site. 4) Interested bidders must register and confirm their attendance with the Contracting Authority no later than 2:00 P.M. C.S.T., September 25th, 2013. SOURCING: PWGSC intends to post this RFP on the Government Electronic Tendering Service at Buyandsell.gc.ca/tenders and potential bidders interested in submitting a proposal will be required to order documents from Buyandsell.gc.ca/tenders. The competitive requirement will be subject to the provision of the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). The requirements of the Tlicho Land Claims and Self Government Agreement will apply to the proposed procurement. The benefits that apply are contained in: Chapter 26, clauses 26.1.1, 26.1.2, 26.3, 26.3.1 (a) and 26.4.1 of the Tlicho Land Claims and Self-Government Agreement.
