Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: Yes Nature of Requirements: Public Works and Government Services Canada (PWGSC), Environmental Services, on behalf of Aboriginal Affairs & Northern Development Canada (AANDC) has a requirement for comprehensive environmental monitoring services at the former Colomac mine site located approximately 220 kilometres north of Yellowknife, in the Northwest Territories. Colomac was an open pit gold mine that operated between 1990 and 1997. Colomac contained contamination, such as cyanide impacted tailings and hydrocarbon impacted soils, resulting from the intermittent operation of the mine between 1989 and 1997. The original operator of the mine went into receivership and then declared bankruptcy, resulting in site abandonment. In 1999, Colomac became the responsibility of AANDC, Contaminants and Remediation Directorate (CARD). Between 1999 and 2011, PWGSC and CARD have assessed and remediated all identified environmental impacts at the site. Several monitoring programs are now in effect to verify the success of the remedial efforts. These include, but are not limited to, surface and groundwater monitoring, geotechnical monitoring, hydrology monitoring, thermistor and meteorological data collection, stream health monitoring, re-vegetation success monitoring, and aquatic and terrestrial monitoring. A Contractor is required to undertake the monitoring programs scheduled to begin in May 2015 for a one year period with six subsequent one-year option periods ending no later than March 31, 2022. For more information on personnel and organization security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website. There is an optional bidders' teleconference associated with this requirement. Please refer to Part 2, Section 2.7 of the RFP for more information. As per the Integrity Provisions under section 01 of Standard Instructions 2003 bidders must provide a list of all owners and/or Directors and other associated information as required. Refer to section 4.21 of the Supply Manual for additional information on the Integrity Provisions. For services requirements, Bidders must provide the required information as detailed in article 2.3 of Part 2 of the bid solicitation, in order to comply with the Treasury Board policies and directives on contracts awarded to former public servants. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). The Federal Contractors Program (FCP) for employment equity requirement applies to this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. The proposed requirement is subject to the Tlicho Comprehensive Land Claims Agreement. The benefits that will apply are contained in Chapter 26, Article 26.3.1, (a) of the Tlicho Land Claims and Self-Government Agreement.
