TO NOVEMBER 15th, 2017 AT 2:00 P.M. There are security requirements associated with this requirement. Requirement: Defence Research & Development Canada - Atlantic (DRDC) has a requirement for a Task Authorization Contract for Services for Engine development for an at-sea course of action planning testbed, on an as and when requested basis. Defence Research and Development Canada’s Maritime Information Warfare (MIW) Program responds to specific guidance from the Royal Canadian Navy (RCN) by addressing the Intermediate Outcome focused on enhancing command team effectiveness by improving information management techniques and promoting greater situational awareness. Project 01db, Integration of Command Decision Support, under the MIW program will develop advice and recommendations on the high level requirements related to enabling an integrated "Course of Action" (CoA) capability for at-sea command teams; together with demonstrations of prototype capabilities. This CoA testbed (COAT) is an experimental platform with a defined data model and architecture, meant to integrate commercial tools, existing GOTS software, and new applications designed as part of the work under this project. An overview of the architecture is provided under Appendix A. A requirement exists for the development of various components of the CoA test by means of a multiyear Task Authorization Contract that terminate 31 March 2020. This requirement is subject to the Canadian Free Trade Agreement (CFTA). This procurement is subject to the Controlled Goods Program. Duration: The period for this requirement is from date of Contract award to March 31, 2020. Basis of Selection and Evaluation Criteria: The basis of selection will be based on the Highest Combined Rating of Technical Merit and Price. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the Technical merit and 40% for the Price. A bid must comply with the requirements of the bid solicitation and meet all Mandatory Technical Evaluation Criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. This procurement is also conditionally limited to Canadian Content, and will form part of the evaluation process. The evaluation team will determine first if there are two or more bids with a valid Canadian Content certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, the evaluation will continue among those bids with a valid certification. If all bids with a valid certification are subsequently declared non-responsive, or are withdrawn, then all the other bids received will be evaluated.
