Controlled Goods program applies. Requirement: Defence Research and Development Canada - Atlantic Research Centre (DRDC - ARC) Underwater Warfare acoustic research program has a requirement for one non-developmental naval shipboard passive directional Underwater Towed Acoustic Array System (UTAAS) with a two octave bandwidth. UTAAS will be used as a receiver in multi-static active and continuous active sonar experiments and trials. These trials will be performed in the littorals and in deep water. UTAAS will be deployed from research vessels and Royal Canadian Navy (RCN) warships. The Contractor must perform non-warranty support for preventative maintenance, fault diagnosis, and repair on as and when required basis for 5 one-year periods following the contract award. Duration: The period for this contract will begin upon contract award, and completion of all milestones will be 15 months from date of contract award. The non-warranty service & support of maintenance and repair will be on an as and when requested basis over 5 one-year periods. Applicable Trade Agreement: This requirement is subject to the Canadian Free Trade Agreement (CFTA). The Phase Bid Compliance Process applies to this requirement. Basis of Selection and Evaluation Criteria: The basis of selection will be based on the Highest Combined Rating of Technical Merit and Price. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the Technical merit and 40% for the Price. A bid must comply with the requirements of the bid solicitation and meet all Mandatory Technical Evaluation Criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. This procurement is also conditionally limited to Canadian Content, and will form part of the evaluation process. The evaluation team will determine first if there are two or more bids with a valid Canadian Content certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, the evaluation will continue among those bids with a valid certification. If all bids with a valid certification are subsequently declared non-responsive, or are withdrawn, then all the other bids received will be evaluated.
