    Background
    Veterans Affairs Canada provides information on programs and
    services to a diverse and evolving clientele. This includes
    Canada's traditional war veterans - the men and women who served
    during the First World War, Second World War, and the Korean War
    - and also incorporates former Canadian Forces members. Our
    family of clients also extends beyond veterans to include
    spouse, children, and caregivers of veterans, still-serving
    Canadian forces members, past and present members of the Royal
    Canadian Mounted Police (RCMP), and certain allied Veterans and
    eligible civilians. We also serve Canadians more broadly through
    our Remembrance activities, both in Canada and overseas. A
    majority of clients are elderly was service veterans.
    
    Objective
    To provide graphic design services for Veterans Affairs Canada
    (VAC), Charlottetown, PEI on an as and when requested basis for
    the period. Age affects visual acuity which will impact design
    criteria: i.e. larger type size, sufficient white space,
    uncluttered graphics/illustrations/lists/ tables. Materials
    produced under this service may include laser proofs, colour
    photocopies, artwork on compact discs, scanning, colour
    correction/photo retouching.  The Contractor shall be capable of
    providing finished products in English and French, and shall be
    able to attend meetings on short notice (within 2 hours) at VAC,
    PEI.
    
    Proposed Time Schedule
    From issuance of a Standing Offer Agreement, for a one year
    duration, with the option to extend the standing offer for two
    (2) one (1) year periods.
    
    Financial Limitation
    The financial limitation of any resultant standing offer shall
    be $40,000.00 for each period plus applicable taxes.
    
    Basis of Selection
    Successful bidders must obtain a minimum of 75 percent of the
    overall points for the rated criteria specified in this
    solicitation, which are subject to point rating.
    
    The firm with the highest technically rated proposal (achieving
    the most points in the criteria which is subject to point
    rating) shall be recommended for issuance of a standing offer.
    
    
    This PWGSC office provides procurement services to the public in
    English.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
