    Scope
    A critical assessment of scientific studies and product
    literature on technologies designed to increase energy
    efficiency of marine vessels without modification of diesel
    engine components.  An assessment of the state-of-the-art in
    energy efficiency measures for diesel-powered marine vessels.  A
    feasibility assessment of implementation of energy technologies
    on current and future Royal Canadian Navy vessels.
    
    Background
    A number of measures exist whereby diesel-powered marine vessels
    can achieve significant improvements in energy efficiency to
    help reduce emissions of priority air pollutants and reduce fuel
    costs. Technologies/strategies to achieve optimal energy
    efficiency include, but are not limited to, voyage performance
    management (voyage speed optimization, weather routing/safe and
    energy efficient route selection, trim/draft optimization,
    adaptive autopilot systems), reduction of onboard power demand,
    use of alternative energy sources, and real-time monitoring of
    fuel consumption in relation to key operations parameters
    (vessel speed, distance traveled, weather, engine RPM, draft,
    trim, etc.). 
    
    Requirement
    DRDC Atlantic has identified energy efficiency technologies for
    marine diesel vessels as an area for investigation.  The
    contractor shall:
    
    Provide a consice summary of product literature for commercially
    available marine diesel vessel upgrades/retrofit packages that
    claim improvements in energy efficiency without modification of
    diesel engine components. 
    
    Critically review scientific literature reports of diesel vessel
    energy efficiency optimization studies. These reports may be
    based on laboratory-scale experiments, such as those utilizing
    model diesel vessles incorporating efficiency optimization
    technologies of interest.  Alternately the reports may be based
    on actual ship data in which energy consumption has been
    measured after modification of vessel operating parameters.
    
    The solicitation document contains complete details on the
    requirement and the bid evaluation and contractor selection
    methodology.
    
    Time Schedule:
    To begin upon contrct award and completed by March 15, 2015.
    
    Basis of selection:  will be based on the highest point rated
    complient bid within budget.
    
    Funding:
    The maximum funding available for the Contract resulting from
    the bid solicitation is $25,000.00 + applicable taxes.
    
    This PWGSC office provides procurement services to the public in
    English.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
