    Background:
    In the open ocean, water temperature varies with depth in the
    mixing layer (nominally 30 metres deep). In a ship's wake, the
    temperature gradient in the wake is different from the
    surrounding water body due to the mixing of the sea water by the
    propeller. 
    
    Defence Research and Development Canada (DRDC) is currently
    conducting research on the thermal characteristics of the wake
    of a ship.  This research initiative includes the measurement of
    water temperatures in the wake.  Therefore, to conduct this
    research, DRDC needs to acquire several devices that can make
    these water temperature measurements at different depths in the
    mixing layer as well as collect other information like sea water
    salinity.  DRDC also requires any associated services to
    transmit select data to a base station and parse that data into
    a useable form.  Detailed Mandatory requirements for the devices
    are provided in Annex A of the Solicitation document.  
    
    Requirement:
    A ship's wake measurement trial will be conducted in July/August
    2015.  During the trial, a ship (likely larger than 20 m in
    length) will travel in a straight line in coastal waters at
    different speeds.  At the beginning of and during each run, the
    measuring devices will be deployed from the stern of that ship
    (see Figure 1).  The devices, as best as possible, need to drift
    with the ship's wake.  The devices will be recovered by the
    trial vessel about 60 to 90 minutes after deployment.  Select
    data from the devices needs to be transferred to a base station
    via an Iridium satellite link while the devices are deployed. 
    Two different types of devices are required:
    
    a. a device that drifts with the wake and measures water
    temperature at the sea surface and at various depths (i.e., a
    water temperature measurement device); and, 
     
    b. a device that drifts with the wake and measures sea surface
    temperature and ocean salinity (i.e., a water surface
    measurement device).

    requirement and the bid evaluation and contractor selection
    methodology.
    
    Delivery Date:
    All the deliverables MUST be received by March 31st, 2015.
    
    Basis of selection:  
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive. The responsive bid with the lowest
    evaluated price will be recommended for award of a contract.
