    To Provide Wide Angle Reflection/Refraction and Vertical
    Incident Reflection Services for GSC-A, Dartmouth, Nova Scotia
    To Provide Wide Angle Reflection/Refraction and Vertical
    Incident Reflection Services for GSC-A, Dartmouth, Nova Scotia
    for the period April 1, 2013 up to and including March 31, 2016
    on an as and when requested basis.  The work under this standing
    offer involves the following tasks:
    - processing and interpreting wide angle data to standards that
    include error bars on the velocity models
    -integrating wide angle reflection/refraction and vertical
    incident seismic data from raw data files to advanced pre-stack
    depth migration techniques
    -preparing drifting sonobuoy wide angle data for velocity
    interpretation
    -writing software and/or tools for web enabling wide angle
    seismic reflection/ refraction and other geophysical 
    information such as well logs, magnetic and gravity data
    - integrating  web design with Oracle data base
    -working in remote Arctic field camps or at sea creating SEGY
    files from the Taurus seismometers  raw data (to be paid for l0
    hours a day when in field camps) or ocean bottom seismometers
    - travel to meetings when required
    -must be able to attend meetings at least once week at  GSCA,
    Dartmouth, Nova Scotia
    
    Chian Consulting Incorporated has personnel with a  Ph.D. in
    geophysics with a specialty  in processing wide angle
    reflection/ refraction data. The company has developed a
    software package called Seiswide that integrates vertical
    incident and wide angle refection profiles to produce depth
    migrated seismic reflection sections.  The company has a unique
    technology expertise that has been used previously in developing
    modules for BASIN. BASIN is the Oracle data base used to store
    and display the location of seismic reflection profiles and
    other geological data such as well lots. The company has a
    extensive experience working with geological data sets in web
    applications, has worked with raw data files from the Taurus
    seismometers and converted them to SEGY files,  has developed
    techniques for correcting.. drifting sonobuoy data for nonlinear
    drift, and has the necessary knowledge and skills for this task
    through previous work.   Individuals  in the firm have produced
    articles in respected journals such as the Journal of
    Geophysical Research that demonstrate their ability to produce
    Written reports at an international standard.. 	
    
    Total estimated value of the Standing  Offer is $339,000.00 plus
    applicable taxes.
    
    This requirement is subject to the Agreement on Internal Trade
    (AIT).  It is proposed to enter into Contract under Section 6(d)
    of the Government Contracts Regulations and under the AIT,
    Article 506.12(b).

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
