Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: Dalhousie University Continuing Technical Education 5269 Morris St Halifax Nova Scotia Canada B3J1B6 Nature of Requirements: ENGINEERING INSTRUCTION Public Works and Government Services Canada on behalf of the Department of National Defence (DND), intends to negotiate with Dalhousie University Continuing Technical Education for Academic Engineering Instruction at the Canadian Forces Naval Engineering School (CFNES) in Halifax, Nova Scotia. DEFINITION OF REQUIREMENT DND requires a task authorization contract for Academic Engineering Instruction at the CFNES in Halifax, Nova Scotia. The academic instructional requirements require the development and presentation of academic instruction to the following Naval Technology and Engineering Programs: Weapons Engineering Technician Program (W Eng Tech); Marine Engineering Technician Program (MarEng Tech); Marine Electrical Technician Program (MarEL/E Tech); Naval Combat Systems Engineer - CFR Academics; Marine Systems Engineer - CFR Academics; IMCS Bridging IMCS Pre-Maintenance; LAN Delta Training; PCB Repair Delta Training; Hydraulics and Fluid Power Delta training; Fiber Optics Delta Training. PERFORMANCE CRITERIA/OBJECTIVES/SPECIFICATIONS Any interested supplier must demonstrate by way of a statement of capabilities that its meets the following requirements: -must be an institution accredited for delivering engineering and technology programs. -must be capable of providing services in both French and English. The specific language requirements will be specified in the task -must provide the services at the CFNES facility in Halifax, NS -provide teaching and instructional services at the technician, technologist and engineering level in the following generic academic disciplines: Electrical Electronic Mechanical Applied Science IT Speciality AC/DC Circuits AC/DC Circuits Fluid Mechanics Math LAN / WAN Sonar Motors & Generators Analog Electronics Hydraulics Physics UNIX Radar Synchro - Servos Digital Pneumatics Chemistry Windows OS DSP Power Electronics(3 Phase) Pulse & Switching Material Science Fluid Mechanics Windows Server Fibre Optics Control Systems Microprocessors Strength of Materials Gas Turbine Power Generation & Distribution Control Systems Machine Elements Diesel Theory Programmable Logic Controllers Power Electronics Thermo Dynamics Tech Writing Refrigeration Transmissions Tech Drawing Blueprints Control Systems -The proposed personnel must have the following education and experience qualifications: Electrical Essential Electrical Technologist Diploma OR BEng in Electrical or Computer Engineering Essential Teaching Exp - 2 yrs post secondary institution Electronic (min requirements) Essential Electronic Technologist Diploma OR BEng in Electrical or Computer Engineering Essential Teaching Exp - 2 yrs post secondary institution Mechanical (min requirements) Essential Mechanical Technologist Diploma OR Beng in Mechanical Engineering Essential Teaching Exp - 2 yrs post secondary institution Applied Science (min requirements) Essential BSC Essential Teaching Exp - 2 yrs post secondary institution IT (min requirements) Essential IT Technologist Diploma OR Bsc in Computer Science or Beng in Electrical or Computer Engineering Essential Teaching Exp - 2 yrs post secondary institution JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER Dalhousie University Continuing Technical Education is the only known supplier that can provide these services in the Province of Nova Scotia. TRADE AGREEMENTS The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified: Government on Internal Trade (AIT), Article 506-12(b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; North American Free Trade Agreement (NAFTA), 1016.2(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; WTO- Article XV (15), Paragraph 1 (b), the products or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists,. PERIOD OF THE PROPOSED CONTRACT The proposed contract is for a period of three (3) years, from May 1, 2014 to April 30, 2017 with two additional twelve month option periods. COST ESTIMATE FOR PERIOD OF THE PROPOSED CONTRACT The contract is estimated at $6,417,000.00 (for 3 years), Goods and Services Tax or Harmonized Sales Tax is extra, if applicable for the period from May 1, 2014 to April 30, 2017. The contract will include options to extend the contract by 2 - 12 month periods. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
