Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Structural Modelling and Analysis of Naval Platforms Public Services and Procurement Canada on behalf of the Defence Research and Development Canada (DRDC) in Nova Scotia, has a requirement for the following: REQUIREMENT Defence Research and Development Canada (DRDC) conducts R&D in support of life-cycle maintenance and operations of Royal Canadian Navy (RCN) surface ships and submarines. This includes providing the RCN with direct modelling and analysis support in structures, hydrodynamics, and other aspects of naval architecture. The current requirement is to provide DRDC with a Task Authorization Contract for R&D support in the modelling and assessment of naval platform structures, including: development of specialized modelling and analysis software; training and support in DRDC’s and the Department of National Defence’s (DND) use of specialized naval architecture software; and conducting modelling and analysis of naval platforms. There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA). The requirement is subject to a preference for Canadian goods and services. The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
