    The Department of National Defence requires the furnishing of
    all labour, materials, equipment, transport and supervision
    necessary for the rental, installation, maintenance, and repairs
    to residential style heavy duty grade washers and dryers at
    locations of CFB Halifax identified in the solicitation.
    
    The works is to be in accordance with the specification attached
    to the bid document entitled "Rental, Installation, Maintenance
    and Repairs of Residential Style Heavy Duty Grade Washers and
    Dryers, Job. No. W010C-12-C229 dated 2011-10-03."   Full details
    can be found in the bid document and specification.
    
    DND are currently renting washers and dryers on site at Windsor
    Park and other DND HRM locations that have been there since 2009
    under contract with Venda Wash Coin Laundry Systems Inc.  In an
    effort to be fair to the industry, this requirement is being
    posted to MERX for competitive bids with an updated technical
    requirement.
    
    If technically compliant competitive bids are received in
    response to this solicitation, evaluation will proceed in
    accordance with Basis of Selection Phase 1.
    
    If technically compliant competitive bids are NOT received in
    response to this solicitation, evaluation will proceed in
    accordance with Basis of Selection Phase 2.  This methodology is
    an effort to allow the Crown to benefit from the cost savings of
    maintaining the existing equipment should the market for service
    providers be limited.
    
    It is recommended that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for a
    tour of the work site. The site visit will be held on Tuesday,
    July 31 at 9:00 am at Windsor Park WP61 Normandy Block. Bidders
    must communicate with the Contracting Authority no later than 3
    days before the scheduled visit to confirm attendance and
    provide the name(s) of the person(s) who will attend. Bidders
    who do not confirm attendance and provide the name(s) of the
    person(s) who will attend as required will not be allowed access
    to the site. Bidders will be requested to sign an attendance
    form. 
    
    Bidders who do not attend or send a representative will not be
    given an alternative appointment but they will not be precluded
    from submitting a bid. Any clarifications or changes to the bid
    solicitation resulting from the site visit will be included as
    an amendment to the bid solicitation.
    
    Should there be insufficient interest, the site visit will be
    canceled.
    
    
    All enquiries must be submitted in writing to the Contracting
    Authority no later than seven (7) calendar days before the bid
    closing date.  Enquiries received after that time may not be
    answered.
    
    This PWGSC office provides procurement service to the public in
