    Public Services and Procurement Canada require information on the negotiated/contract rents and expenses being paid by the private sector for properties located in the four provinces of Atlantic Canada. This information is required in support of rental rates assigned to properties leased or owned by the Government of Canada. Market Rental SurMSR/SARs have proven themselves to be an excellent means of gathering this information. 
    
    To fulfill this requirement, thirty-six (36) MSR/SARs are now required for Atlantic Canada in accordance with the specific instructions outlined below.  The requested format and instructions below represent a hybrid of a MSR and an SAR as defined in the attached 1B5 guidelines.  As such, the report has been stated as a MSR/SAR within this request.
    
    Duration of Contract: Two (2) years, commencing at contract award with options for two (2) one-year extensions.
    
    Basis of Selection
    
    In order to be considered responsive, the proposal shall meet all of the requirements of this solicitation including the mandatory criteria. If these are not met, the proposal shall be given no further consideration. A minimum overall score of 75% shall be achieved in the criteria which is subject to point rating. If this is not met, the proposal shall be given no further consideration.  Thereafter selection of the contractor shall be based on best value as determined by a ratio of 70% versus 30% of the technical score and the price respectively.  The technical scores shall be prorated against the highest maximum score achievable (100). The lowest priced, technically compliant proposal shall be given the maximum points of 30 and the other proposals prorated against this lowest.  The highest score, adding the technical points and the price points shall be recommended for award of a contract.
