An Advanced Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of requirement The technical specifications on the named product are as follows: Length: 840 mm Width: 665 mm Height: 370 mm Weight: 28 kg Draft: 120 mm Design capacity: 12 m³/h Capacity, certified ASTM: 19,6 m³/h Capacity, certified max: 45,4 m³/h Free water collected: 2 - 6 % Hydraulic flow: 1-3 l/min Hydraulic pressure: 60-100 bar Power requirement: 0.1-0.5 kW Description: comprises a floating skimmer head incorporating two brush wheel units side by side with a diameter of 250 mm (9.8"). The brush wheels rotate "with the flow", forcing the oil under the water. The oil tends to go up on the surface and at the same time sticks to the oleophilic brushes. The brush wheels consist of hundreds of thousands of bristles, giving a larger surface area for the oil to stick to . As the brush wheels rotate, water flows off the brushes through a channel and out of the skimmer head. Collected oil is scraped off into the oil collection hopper and pumped to a recovery tank. entirely hydraulic and is normally supplied complete with a Lamor diesel powered hydraulic power pack and all necessary ancillary equipment. The unit should be connected to an effective suction pump or vacuum system. Optionally the power pack can be either electrically, gasoline or diesel driven. Criteria for assessment of the Statement of Capabilities Any interested supplier must demonstrate by way of a statement of capabilities that its services meets the the requirements that are detailed herein. 4. Justification for the Pre-Identified Supplier The following points highlight the reasoning for the 1372-22 Minimax 12 AQ OIL SKIMMING SYSTEM: •QHM Pollution has two ofthese systems in use; •To date there has been extensive training of front line users within QHM and the Fleet on the operation and maintenance ofthis specific equipment. A change of equipment will equate to further training of all front line users, which is inadvisable in this time of staffing shortfalls and fiscal restraint. In addition, in the event an oil spill there is the potential of catastrophic environmental implications with a delay in front line users trying to familiarize themselves with unfamiliar equipment; •Reduces the cost of holding front line spares for many types of systems; •The skimmers and the power packs are only compatible to each other. In the event of a mechanical failure during an oil spill, components can be interchanged allowing for the clean up to continue whilst repairs are being completed on U/S power pack or skimmer; •All skimmers require cleaning to maintain efficiency during a spill. To have the same equipment allows for a quick change out during clean up operations; •Purchasing this system will provide efficiency, consistency, and provide standardization for oil spill clean up and training within MARLANT as laid out in the units Oil Spill Response Plan; •QHM MEERO staff is certified in the maintenance of this specific equipment. 5. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 6. The period of the proposed contract The proposed contract is from the date of contract award, to March 15, 2013. 7. A cost estimate of the proposed contract The estimated value of the contract, including options(if applicable), is $36,451.16 (GST/HST extra). 8. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 10. The closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is January 22, 2013 at 2:00 P.M. ADT. 11. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
