Trade Agreement: NONE Tendering Procedures: If 3+ bids offer Canadian goods/services other bids will not be considered Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: W7707-145691/A Dunphy, Nancy Telephone No. - (902) 496-5481 Fax No. - (902) 496-5016 Title: CFS ALERT ENERGY MONITORING Defence Research and Development Canada (DRDC), an S&T agency within the Department of National Defence, seeks the services and expertise of a PLC programmer to support "Energy Monitoring and Data Collection System", which is a component of the umbrella DRDC study "Alternative Power and Energy Options for Reduced-Diesel Arctic Infrastructure (03po). Site Description: The buildings of interest for this work are located at CFS Alert, which is situated on the northeastern tip of Ellesmere Island, Nunavut (82°30?N 62°19?W). Access to/from this site for personnel and supplies is by military aircraft from Trenton, ON via Thule, Greenland. Objective: Two specific objectives are identified for this work, which are: (1). To update the PLC (Programming Logic Controller) software programs to include additional Triacta metering points installed in 2012. (2). To commission the measuring instrumentation and data collection system installed in 2012. Unfunded Contingency: The contractor is required to also include as part of their quotation a contingency costs, based on a daily rate, in the event of delays in returning from CFS Alert. These costs will be in addition to the costs quoted for completion of all objectives as identified in the Statement of Work. The requirement is subject to a preference for Canadian goods and/or services. Bid evaluation will be based on point rated evaluation criteria. The responsive bid, within the current funding limitation of $55,000.00, applicable taxes extra, for the currently funded work, with the highest total overall points will be recommended for award of a contract. The work will begin immediately upon contract award and will be completed by 28th March 2014. Before award of a contract, the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses. SEE HEREIN.
