Background:

On behalf of CFHA, Public Works and Government Services Canada
(PWGSC) is commissioning a Market Study Report (MSR) for seven
(7) communities in the Atlantic Region in which CFHA provides
housing services (see Annex B).  The client is seeking a
comprehensive study and analysis of the rental rates for a range
of typical Residential Housing Units (RHUs).
In addition to the MSR, CFHA has requested that PWGSC obtain
specific, detailed information on comparable RHUs in these seven
(7) communities.
CONTRACTOR SELECTION: 
The selection will be based on best value as determined by a
ratio of 60% technical and 40% price. The bidder with the
highest score will be awarded the Contract. 

It is anticipated that any contract will be effective for four
(4) weeks from date of award.

The Crown retains the right to negotiate with suppliers on any
procurement.
