    Background
    
    Smart composite and coating materials that incorporate
    magnetically soft, ferromagnetic microwires and powders are
    attracting considerable attention due to their wide range of
    unique electrical and magnetic properties.   These Smart
    materials show promise for industrial and military applications
    due to the reduced density and other unique material properties
    (high stiffness and strength, superior fatigue performance,
    corrosion resistance).  The integration of such technologies
    requires unique capabilities for inspection and evaluation
    techniques to monitor performance and health.  While inspection
    of composite/coating materials is not new, evaluating the unique
    magnetic, mechanical, electrical and thermal properties of an
    embedded distributed active Smart alloy component is expected to
    be challenging.
    
    Scope
    
    Defence R&D Canada has a requirement for identifying, describing
    and evaluating non-destructive inspection (NDI) and evaluation
    (NDE) procedures for smart composite/coating materials.  
    
    The contractor is required to;
    1.	Identify, describe and evaluate techniques for visual
    inspection, NDI and NDE of composite/coating materials in
    general,
    2.	Identify, describe and evaluate the embedded distributed
    phase and matrix of a specific Smart ferromagnetic alloy
    composite/coating material,
    3.	Conduct a more comprehensive analysis of specialized NDI and
    NDE techniques and method that are suitable for inspection and
    evaluation of the composite/coating for the application (such as
    microwave attenuation) as specified by the Project Authority, and
    4.	Make recommendations and Report results.
    
    The requirement is subject to a preference for Canadian goods
    and/or services.
    
    Bid evaluation will be based on point rated evaluation criteria.
     The responsive bid, within the current funding limitation of
    $30,000.00, applicable taxes extra, for the currently funded
    work, with the highest total overall points will be recommended
    for award of a contract.
    
    The work will begin immediately upon contract award and will be
    completed by 12th January 2015.
