    THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT 
    
    The Department of Research and Development Canada (DRDC) Atlantic Research Centre (DRDC ATLANTIC) uses software to calibrate acoustic transducers at its calibration facility located in Halifax’s Bedford Basin and at its on-site Calibration Tank. The software, entitled ‘Transcal’ was purpose built under contract over a number of years and has been employed for nearly twenty years inclusively. The present system is no longer suitable for the task. Computer and systems architecture have advanced such thatupgrading the software requires theuse of modernizedhardware and test equipment. The outcome of this feasibility study will be a proposal for a concept ofdevelopment for a modern version of the Transcal software that must utilize DRDC ATLANTIC’s suit ofNational Instruments data acquisition hardware. Itis expected that this contract will span two years, with Task 1: the initial feasibility study in FY15/16, and Task 2: software development in FY 16/17. Calibration of acoustic devices that operate within the largest possible bandwidthis desired.
    
    Themajority of calibration work is conducted between 100 Hz and 20 kHz; however, extending this range as far as possible is a goal of the effort. In the past, single transducers were commonly calibrated. Today, arrays of transducers, many with digital interfaces and proprietary data formats, are desired to be calibrated as quickly and easily as possible.
    
    Basis of Selection - Highest Combined Rating of Technical Merit and Price
    1. To be declared responsive, a bid must: 
    a. comply with all the requirements of the bid solicitation; and
    b. meet all mandatory criteria (4.1.1.1 See herein) ; and
    c. obtain the required minimum points specified for each criterion (4.1.1.2 See herein) for the technical evaluation, and 
    d. obtain the required minimum of 80points overall for the technical evaluation criteria which are subject to point rating.  The rating is performed on a scale of 150 points. 
    2. Bids not meeting (a) or (b) or (c) and (d) will be declared non-responsive. 
    3. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 80 % for the technical merit and 20% for the price. 
    4. To establish the technical merit score, the overall technicalscore for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 80%.
    5. To establish the pricing score, each responsive bid will be prorated against the lowestevaluated price and the ratio of 20%. 
    6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating. 
    7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
