    INTRODUCTION
    The Department of Fisheries and Oceans (DFO) requires the surveying of priority areas in Canada through the acquisition of Airborne LiDAR Bathymetry (ALB). The following Statement of Work (SOW) describes the requirements and the description of the work.
    
    OBJECTIVE AND SCOPE
    The Canadian Hydrographic Service (CHS) is a division of the Science Branch of DFO. Under the Oceans Act, the Minister of Fisheries and Oceans has the authority to conduct hydrographic surveys and to produce and distribute nautical charts and other nautical publications within Canadian territorial waters. CHS must adhere to rigorous, internationally-recognized standards and guidelines when conducting hydrographic surveys.
    CHS seeks to implement an integrated, multi-platform approach to hydrographic surveying in Canada’s navigable waters. The intent is to provide a flexible, affordable and sustainable hydrographic survey program to meet Canada's requirements and obligations. 
    CHS seeks to contract ALB surveys throughout Canada and receive fully processed and verified hydrographic survey data that will be used to update CHS nautical charts.
    
    
    It is PWGSC's intention to issue one (1) Regional Master Supply Arrangement that covers all of Canada. The Supply Arrangement will be accessed through one of the seven Canadian Hydrographic Service (CHS) offices: Pacific Region, Central and Arctic Region, Quebec Region, Atlantic Region, Newfoundland Region and National Capital Region. There will be no limit on how many Supplt Arrangement will be issued off this Regional Master Supply Arrangement.
    
    A Notice will be posted "once a year"  on the Government Electronic Tendering Service (GETS) to allow new suppliers to become qualified. Existing qualified suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement.
    
    The requirement maybe subject to the Comprehensive Land Claimes Agreement (CLCAs), and CLCAs will be applied as indicated in the RFSA. Clause are incorporated in the RFSA.
    
    Period of the Supply Arrangement
    The Supply Arrangement may be issued for five years or until Canada no longer considers it to be advantageous to use the Supply Arrangment to award contracts under the Supply Arrangement framework..
    
    The period for awarding contracts under the Supply Arrangement is for up to a five (5) year period. Issuance of Supply Arrangements will commence on day of award.

    Point Rated Technical Evaluation Criteria
    
    Bids will be evaluated and scored as specified in the tables indicated in the RFSA as follows: To assist in the evaluation process, each of the above noted Criteria have been broken down into more specific technical considerations, identified as Point Rated Technical Evaluation Criteria (RT). Proposals will be evaluated individually, with each RT being assessed a grade from UNABLE TO ASSESS to STRONG. Each RT will then be awarded the number of points shown for the grade received.  The points awarded for each RT within a Criteria will then be added together to give a total for each of the three Criteria. See RFSA for more details.
