Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of Public Service and Procurement Canada, Cape Breton Office (PSPC-CBO) has a requirement for the supply of Web application and Geographic Information System (GIS) hosting. The response must meet or exceed the current requirements/capabilities as described below in the statement of capabilities section. This procurement is subject to the Canadian Free Trade Agreement (CFTA). 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it can meet the following requirements/capabilities: a) Must be a Microsoft Certified Partner b) Must be an ESRI certified partner c) Web application hosting (3 application which connect to each other in various ways) o An ArcGIS application o Survey 123 portal o Property Vault (document management system) d) ESRI ArcGIS Server hosting e) Approximately 100 current Active Directory user accounts f) 20 support hours per month g) 50 Mbps burstable bandwidth Current hosting server specifications: ESRI ArcGIS server Intel Xeon CPU E5-2630 @2.3 GHz (2 processors) 32 GB RAM 2 TB Hard Drive Windows Server 2008 ArcGIS Server 10.2 Database Server Intel Xeon CPU E5-2630 @ 2.30 GHz 8 GB RAM 1 TB Hard Drive Windows Server 2012 SQL Server 2008 R2 Web Server Intel Xeon CPU E5-2630 @ 2.30 GHz 8 GB RAM 1 TB Hard Drive Windows Server 2008 7. Justification for the Pre-Identified Supplier AG Research Inc. has considerable experience and knowledge of the current applications as has been demonstrated in their fully satisfactory past contract accomplishments. As well, AG Research’s current hosting environment meets and/or exceeds all current hosting requirements, including maintaining a Canadian Industrial Security Directorate approved Protected B network environment. 8. Ownership of Intellectual Property Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is to generate knowledge and information for public dissemination. 9. Period of the proposed contract or delivery date The proposed contract is for a period of 3 years, from November 1, 2018 to October 31, 2021 with an option to extend the contract period for two one-year periods. 10. Security Requirement The contractor will be required to hold a Designated Organizational Security (DOS) clearance. 11. Cost estimate of the proposed contract The estimated value of the contract, including option(s), is $348,285.00 (GST/HST extra). 12. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 14. Closing date for a submission of a statement of capabilities The closing date for acceptance of a Statement of Capabilities is defined herein as the closing date. 15. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
