Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: SA Marine Coatings Inspections This notice is to serve as an opportunity for interested suppliers to qualify for the existing Supply Arrangement E6HAL-170007 Supply Arrangement Marine Coatings Inspections. Firms already on the supply arrangement DO NOT need to resubmit. New suppliers wishing to receive the RFSA documentation must submit the request by email to the Contracting Authority. The purpose of this Requirement is to maintain a list of pre-qualified suppliers used by the Halifax office of Public Services and Procurement Canada (PSPC) for the provision of NACE-certified quality assurance services on board Government of Canada vessels based in the Atlantic Canada geographic area. A supply arrangement (SA) is a non-binding arrangement between Canada and a pre-qualified supplier that allows departments and agencies to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the SA. An SA is not a contract for the provision of the goods and services described in it and neither party is legally bound, as a result of signing a supply arrangement alone. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the goods and services described in those bid solicitations. The Supply Arrangement will exist until such time as Canada no longer considers it to be advantageous to use the Supply Arrangement to award contracts under the Supply Arrangement framework. This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). The requirement is exempt from the provisions of the Comprehensive Economic Trade Agreement (CETA), as per Annex 15A, Section E, Note 1c and the North American Free Trade Agreement (NAFTA), Chapter Ten Annex 1001.2b Paragraph 1. The Supply Arrangement became effective starting 15 November 2017.
