Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: SA FMF CS Hull & Mechanical Repairs W3554-176231/C THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT This notice is to serve as an opportunity for interested suppliers to qualify for the existing Supply Arrangement W3554-176231 FMF CS Hull & Mechanical Repairs. Firms already on the supply arrangement DO NOT need to resubmit. Public Works and Government Services Canada (PWGSC), on behalf of the Department of National Defence (DND), seeks to establish a Supply Arrangement to provide mechanical and hull repair services onboard HMC Ships, HMC Submarines, CF auxiliary vessels, and associated shipboard equipment within the Halifax Region Municipality, (HRM), area, as and when requested. New suppliers wishing to receive the RFSA documentation must submit the request by email to the Contracting Authority. A supply arrangement (SA) is a non-binding arrangement between Canada and a pre-qualified supplier that allows departments and agencies to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the SA. An SA is not a contract for the provision of the goods and services described in it and neither party is legally bound, as a result of signing a supply arrangement alone. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the goods and services described in those bid solicitations. The purpose of this Requirement is to maintain a list of pre-qualified suppliers used by Fleet Maintenance Facility Cape Scott (FMF CS) to permit processing of individual bid solicitations and award subsequent contracts. Contractors are required as a minimum to abide by provincial and federal safety, security and environmental rules and regulations. The Supply Arrangement has no defined end-date and will remain valid until such time as Canada no longer considers it to be advantageous to use it. This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Trade agreement Exemptions: The requirement is exempt from the provisions of the Comprehensive Economic Trade Agreement (CETA), as per Annex 19-7, Note 1a, the World Trade Organization, Agreement on Government Procurement (WTO-AGP), Annex 7 - General Notes of Canada, note 1a and the North American Free Trade Agreement (NAFTA), Chapter Ten Annex 1001.2b Paragraph 1. The Supply Arrangement became effective starting 28 June 2017.
