    IMPORTANT NOTICE TO SUPPLIERS  Government of Canada is moving

    To provide services, labour, tools and equipment, and materials
    necessary to perform miscellaneous painting and preservation
    work, including the stripping of lead painted surfaces, onboard
    HMC Ships, Submarines, CF Auxiliary vessels and associated
    shipboard equipment, within the HRM area. All work is to be
    performed in accordance with the specifications assigned to each
    specific call-up as directed by the Fleet Maintenance Facility
    Cape Scott (FMFCS) Contracts Office. The contractor assigned
    such work shall adhere to the attached Statement of Contractor
    Requirements (SOCR) Revision 9. The contractor must have the
    capability to provide offsite painting and preservation services
    for miscellaneous shipboard equipment. The rate quoted for this
    miscellaneous work, is to include all applicable overhead,
    profit, etc., and transportation charges to and from the
    painting facility. It is estimated that 10% of the overall work
    might be carried out in this manner..
    
    The successful bidder will be required to prepare the surface to
    be treated as directed by the technical authority. The
    contractor will be required to have available at all times the
    following equipment for surface preparation:
    
    a) Ultrahigh-pressure, (UHP), multi-nozzle Water jetting, (above
    210 MPa or 30,000 PSIG), Water jetting Equipment The supplier
    must be aware of and ensure that all environmental policies are
    upheld at all times, such as the recovery of all effluents.  The
    water used for Water jetting should be pure so it does not
    contaminate the surface being cleaned.  The supplier must be
    aware that Water jetting does not produce an etch or profile,
    rather it exposes the original abrasive-blasted surface profile.
     After Water jetting, should the prepared surface not meet the
    minimum profile required, the supplier will be responsible to
    achieve the specified profile as part of the original contract
    using alternate methods. All Water jetting shall be to a WJ-1
    standard with chloride testing in accordance with
    D-23-003-005/SF-002 Specification for Maintenance Painting of
    HMC Ships.
    
    b) Abrasive Blasting Equipment, (I.E. sponge, grit etc.): If
    NACE No 1, 2 or 3 is specified the substrate will have to be
    Abrasive Blasted using grit or other specified abrasive blasting
    materials to achieve the ordered surface preparation standard in
    the job specification. When abrasive grit blasting, all (100%)
    dust, grit and paint chips are to be captured and disposed of
    according to environmental regulations.  For this to be properly
    achieved the entire work area needs to be enclosed.  Prior to
    removing the enclosure all dust, grit and paint chips must be
    disposed of in accordance with environmental regulations, and a
    disposal certificate provided if requested.  
    
    c) Air compressors and other associated equipment suitable to
    provide all the supplied air requirements for the contractor to
    carry out paint and preservation taskings. Jetty air facilities
    are no longer available for contractor use.
    
    d) The successful bidder will be must have the capability to
    repair or replace any defective equipment within four hour of
    the defect arising.
    
    The Bidder will be required to supply the name(s) of NACE Level
    2 two on-site supervisors that the firm proposes to utilize
    against the standing offer.
