    Nature of Requirements: 
    
    Public Services and Procurement Canada (PSPC), on behalf of Health 
    Canada (HC) requires the services of an accredited laboratory to 
    perform analysis of surface and groundwater drinking supplies. In 
    addition laboratory services are required relatedto the bacteria 
    and/or chemical analysis of water supplies, soil analysis, mold, 
    asbestos and special analysis for other contaminants with a potential 
    impact on the health of First Nations on-reserve communities.  
    
    Areas include First Nations Communities located within Nova Scotia, New 
    
    Brunswick, Prince Edward Island and Newfoundland and Labrador.  All bacteriological samples to be tested must be tested by an accredited la
    boratory in the province in which they were sampled.  All chemical 
    samples may 
    be sent to a laboratory located outside of the province.  More than 
    one(1) contract and up to three (3) contracts may be awarded for the 
    work. 
    
    The Laboratory performing the Work must be located within the same 
    province as the sample collected for analysis.  It is intended to award 
    
    one contract per province where there are compliant bids received for 
    each province.
    
    The Laboratory performing the Work must have and maintain throughout 
    the period of the contract valid accreditation as a Testing Laboratory 
    from an acceptable accreditation body. The methods used to perform the analytical testing must be included under the Scope of Accreditation of th
    e Laboratory performing the work. Acceptable accreditation bodies 
    include theCanadian Association for Laboratory Accreditation (CALA), 
    the Standard Council of Canada (SCC), or acceptable accreditation.
    
    The period of the contract is for a duration of three (3) consecutive 
    years from the date of award (anticipatedto be July 1, 2017), with 
    Canada retaining an irrevocable option to extend the contract for one 
    additional period of two years.  Work shall be completed in accordance 
    with the Statement of Work at Annex A and the terms and conditions 
    contained herein.
    
    The requirement is subject to the provisions of the World Trade 
    Organization Agreement on Government Procurement (WTO-AGP), the North 
    American Free Trade Agreement (NAFTA), and the Agreement on Internal 
    Trade (AIT).

    this procurement; see Part 5 Certifications and Additional Information,
