If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. The Department of National Defence has a requirement for the provision of Target Support Services (TSS) as specified under "Background" below. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Meggitt Training Systems Canada (MTSC), Medicine Hat, Alberta. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. Background The Department of National Defence has a requirement for the provision of Target Support Services . These services are in support of The Royal Canadian Navy training and operations in performing live firing trials in the Atlantic Ocean. Proposed Contractor MEGGITT TRAINING SYSTEMS CANADA INC. 3-1735 Brier Park Road, NW Medicine Hat, Alberta T1C1V5 Canada Operating as: Meggitt Training Systems Canada The work will involve the following: 1. Pre-Operations liaison 2. Pre-Sail liaison and system verifications 3. At sea operations and training 4. Post operations 5. Training 6. Post exercise reconstruction and assistance to Fleet Maintenance Facility trials Minimum Essential Requirements Any interested supplier must demonstrate by way of a statement of capabilities that it is able to provide the following deliverables relevant to the "work" listed above: Task 1 - Deliverable The Target Operating Plan (TOP) issued by MTSC to the tasking authority. The TOP will detail all planning elements for the exercise and will be promulgated at least two weeks in advance of the exercise. In those situations where certain planning details have yet to be finalized due to operational reasons, the TOP will clearly indicate either To Be Promulgated (TBP) or To Be Confirmed (TBC). Task 2 - Deliverables The final update of Target Operating Plan (TOP) and its issuance to the unit/ship operations officer; The confirmation that all the requisite GFE equipment is on hand; The static verification that equipment is in working condition in accordance with system specifications; Preventative and corrective action if required; The dynamic on-water harbour verification and confirmation that all systems are working in accordance with system specifications; Reporting of the status of the equipment to the unit/ship commanding officer (or his/her delegate as appropriate); The loading, installation and confirmation in place for all equipment required for the exercise. Task 3 - Deliverables The daily completion of preventative and corrective maintenance on the deployed systems; The preparation for and operation of the BARRACUDA target systems in accordance with the promulgated operational plan; The provision of training to sailors on the system at sea; The post-serial analysis of weapon system effectiveness data derived from either acoustic, doppler or visual scoring systems. Task 4 - Deliverables any/all work related to the stowage of equipment, its shipment back to point of origin or other assigned duties by the TA. Task 5 - Deliverables Provision of training manual and publications; Provision of visual training aids in hard copy and CDROM; List of personnel trained. Task 6 - Deliverables Consulting on application, configuration, utilization, studies and output of the model; Provision of modifications, enhancements and customizations as requested and specified through the duration of the contract; Provision of training such as specialized tutorials (example: configurations of sub-model pages) and shall provide various other training requirements, as requested and specified through the duration of the contract. The Period of the Proposed Contract The proposed contract is for a period of 4 years from the date of award with an irrevocable option on the part of Canada to extend the period of any resulting contract by up to 1 additional year. The estimated value of the contract, including the option period, is $ 1,278,783.00 (HST extra). This procurement is subject to the following trade agreements: WTO-AGP/NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Justification for the Pre-Identified Supplier: The proposed contractor is the OEM of the target system. Inquiries and Submission of Statements of Capabilities Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities, in writing, to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The closing date for accepting statements of capabilities is 15 days from the date of publication. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
