    The Canadian Food Inspection Agency (CFIA) Dartmouth Laboratory
    requires a tandem quadrupole mass spectrometer (MS/MS) for
    quantitative analysis of a wide range of organic
    residues/contaminants including, but not limited to marine
    lipophilic shellfish toxins, veterinary antibiotics and
    synthetic growth promoters. The instrument will be used in
    support of various CFIA regulatory programs related to food
    safety legislation in Canada.
    
    The supplied MS/MS must include all computer
    parts/equipment/software/manuals required for control and
    optimization of the instrument as well as collection and
    analysis of complex chromatography and mass spectrometry data,
    henceforth known as the Data System. 
    
    The Data System must be able to fully integrate the control of
    an Agilent 1290 Ultra High Pressure Liquid Chromatograph (UHPLC)
    which the lab already has on-site and will be repurposed for
    this application. The contractor will be required to connect and
    ensure communication between the Data System and 1290 in
    addition to all other performance qualifications at time of
    installation. 
    
    Alternately, a UHPLC that is capable of being controlled by the
    Data System may be included in the proposed bid provided it
    meets the additional UHPLC specifications outlined in section 4.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on Internal Trade (AIT).
    
    Offerors must submit a list of names, or other related
    information as needed, pursuant to section 01 of Standard
    Instructions 2006 and 2007.
