    ADVANCE CONTRACT AWARD NOTICE (ACAN)
    
    The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract to the pre-selected supplier:

    Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
    
    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier, as referenced above.
    
    BACKGROUND
    
    The Emissions Research and Measurement Section (ERMS) of Environment and Climate Change Canada (ECCC) has the requirement for the supply of instrumentation designed for quantifying the coastdown characteristics of vehicles according to the Society of Engineers SAE J2263 standard. The ERMS requires this equipment to determine the road load characteristics of vehicles prior to conducting the chassis dynamometer emissions testing component of the Enhanced Vehicle Verification program.

    Justification for the Pre-Identified Supplier:
    
    The pre-Identified supplier; RACELOGIC, has developed a system to ensure that coastdown tests are repeatable and accurate and meet the specifications outlined in the SAE J2263 standard. The system allows for the user to choose between three tests, the European WLTP GTRlS, the American SAE J2263 and the Brazilian ABNT NBR 10312. All tests enable the user to break down the testing into multiple user-definable segments, to allow the full range to be subject to the test without the need for an excessively long test track which is a significant barrier for this work. Statistical analysis can be performed in real time, to provide an immediate indication of when the required statistical accuracy has been met. 
    
    Effective aerodynamics is an essential part of overall vehicle design and manufacturers can assess developments to the aerodynamics of their vehicles by performing a coastdown test. This is a test in controlled conditions which measures the effects of wind and road resistance, based upon time taken for a vehicle to coast from one speed to another, with the engine in neutral gear. A major problem associated with this testing is the requirement for a very long, flat test track, to allow sufficient time for the vehicle to coast from 125 km/h to 5 km/h (for example -range is user definable). This system provides the flexibility to conduct the testing without the need for such a facility.
    
     
    QUALIFICATIONS
    
    To fulfill the requirements of the contract, the supplier must be able to provide a product which meets, at a minimum, the following features and specifications:
    
    - The system must enable the user to comply with the technical specifications outlined in the SAE J2263 Coastdown standard and the European WLTP GTR15 standard.
    - The system must include the capability to measure the pitch, roll, and yaw rate of the vehicle using three rate gyros, as well as x, y, z acceleration via three accelerometers. 
    - The system must include post processing capability to combine tests and determine the road force information.
    - The system and its peripherals must integrate the wind speed via an analogue signal into the core system and produce a road force measurement that completely removes the need for time consuming calculations after the tests have been completed.
    - The system must be able to conduct these tests according to the SAE2263 and to the European WLTP GTR15 standard for our work.

    The Treasury Board’s Government Contract Regulations, Part 10.2.1 Section 6 states there are four exceptions that permit the contracting authority to set aside the requirement to solicit bids. This includes:
    d."only one supplier person or firm is capable of performing the contract."

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
