If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. Requirement National Individual Standing Offer (NISO) for the expansion of existing EBI Security Systems with additional facilities, as required. The Standing Offer will also include the integration of parts of the Security Manager and Digital Video Manager product systems. GSIN:6350 Standing Offer Period The Standing offer period is for twelve (12) months with the option to extend for an additional four (4) twelve (12) month periods. Statement of Requirements The National Research Council of Canada has a requirement to establish a National Individual Standing offer to Honeywell Limited for the installation, service and integration of new components for on-site hardware, software maintenance and upgrades to all previously installed and existing security systems as required. The firmware and software associated to the EBI Security Management and Digital Video Manager systems used are proprietary to Honeywell LTD and as such they are the only company capable of providing this requirement. Technical Requirements All new components must be fully integrated with the existing security system. The existing EBI and Matrix security systems were installed by Honeywell Ltd. Having installed and supported both systems, and possessing the proprietary rights to the Security Management and Digital Video Manager systems and the firmware and software associated with the EBI security system, Honeywell is the only capable organization to integrate, expand and upgrade NCR's security System. The EBI Security Management and Digital Video Manager products are proprietary products of Honeywell and as such, they are marketed and sold solely by Honeywell All security cameras, access control equipment and alarm-monitoring equipment must be capable of integrating and communicating via TCP/IP protocol across the NCR security network to the Honeywell EBI security system. All EBI security server engineering, programming and documentation required for interfacing the compatible field products into the NCR EBI security database, must be consistent with the existing security strategy, firmware, software and architecture. All engineers and technicians required to work on the existing field products must posses a minimum of five (5) years experience working with the EBI Security system. Engineers and technicians must be capable of supporting both existing security databases and existing security products (ie EBI Security Management and Digital Video Manager systems) Card technology must have the capacity to read information from the issued access card on both the existing Matrix reader and the new HID readers. Applicable Trade Agreements and Obligations This requirement is subject to the World Trade Organization (WTO), the North American Free Trade Agreement (NAFTA) the Agreement on Internal Trade (AIT) and the Bilateral Trade Agreement. Government Contracts Regulations (GCR) Exception and Limited Tendering Reasoning Government Contract Regulations applies as only one person is capable of performing the work (SM Chapter 3,3.15). Limited tendering procedures in accordance with AIT, NAFTA,WTO and Supply Manual , Chapter 3, Annex 3.2 (B) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71) Required Delivery: As and when requested Estimated Cost: $5,650,000.00 It is the Government of Canada's intent to issue a Sole Source National Individual Standing offer (RISO) to Honeywell Ltd as they possess the proprietary rights to the firmware and software. As such, Honeywell is the only supplier capable of performing the work.
