If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. Requirement Environment Canada has a requirement to purchase an ERMS/ESTD Fuel Storage Building/ specialized temperature controlled, safety structure to house dangerous goods. The special structure MUST have undergone performance testing (Full scale, Fire, testing, freeze thaw testing and container explosion testing) in accordance with ULC/ORD-C142.6-2001 Storage Vaults. Contract Period Fiscal year 2015/2016 Statement of Requirements The Contractor Must: · conduct a proper inventory review, in accordance with the local environmental protection legislation, the local fire code, local building code, local occupational health and safety legislation to create a safe storage area layout, · conduct a proper code review and gap analysis of the technical requirements for the supply and installation of the requested storage area, · MUST provide proof of qualifications (test results) of having structures third party tested under full scale fire testing, meeting the requirements of ULC/.ORD-C142.6, 2001 edition, prior to the award of the contract, · provide engineered documentation on all manufacturing procedures followed during supply of the goods, prior to award of the contract, · provide electronic drawings showing the site plan and the storage layout plan proposed prior to the award of the contract, · demonstrate compliance of all welding conducted meeting part 4 of the local building code, Buildings requirements; · Buildings and doors are to be insulated. · Doors must allow for maximum usage without interfering with or reducing storage area or access. · Doors must be designed to allow for minimum heat lost. · Building require heating and cooling.(5°C to 25°C) · All electrical to be explosion proof and must meet ESA and code requirements for Canada. · Gas monitoring and alarms · Fire rated separations as required for both stored materials and protection for existing building and services. · Safety structures to house Dangerous Goods by a supplier that has uniquely undergone performance testing [full scale fire testing, freeze thaw testing, and container explosion testing] in accordance with ULC/ORD-C142.6-2001 Storage Vaults · Explosion panels if required for compressed gases · Sprinkler only if required by code · Spill control and containment · temperature controlled units ERMS requirements · 80 drums of fuel (gas and diesel) · Drums can be stored on two individual levels so as not to stack drums on each other. · Doors can be placed on both sides of the container. · Drums require heating and cooling · 50 cylinder · Protected from weather (rain and ice) · Consideration for explosion proof requirements · Lights · Exhaust fan · Heating cooling units ESTD requirements · 20 drums and 60 - 5L containers · Drums require heating and cooling · Shelving for 5L containers Considerations · The turning radius requirements for the forklift is 4m · A retaining wall maybe required against the pump house / reservoir "building 6b" in order to deal with elevation changes · The ramp area to the new building must be level with the building with minimal slope away from the building front for drainage. · The ramp area must tie in with the existing asphalt elevations to allow smooth trucking access from the gate entrances to the test cells. · Containers cannot extend pasted the north edge of the existing steel mezzanine structure in order to allow bus turning radius and access to the test cell. · Area lighting on the exterior of the container maybe required. · Parking lot lighting and security cameras may also be required. Technical Requirements ERMS/ESTD Fuel Storage Building: The requested structure MUST have undergone performance testing (Full scale, Fire, testing, freeze thaw testing and container explosion testing) in accordance with ULC/ORD-C142.6-2001 Storage Vaults, 2001 edition. Applicable Trade Agreements and Obligations This requirement is subject to the World Trade Organization (WTO), the North American Free Trade Agreement (NAFTA) the Agreement on Internal Trade (AIT) and the Bilateral Trade Agreement. Government Contracts Regulations (GCR) Exception and Limited Tendering Reasoning Government Contract Regulations applies as only one person is capable of performing the work (SM Chapter 3,3.15). Limited tendering procedures in accordance with AIT, NAFTA,WTO and Supply Manual , Chapter 3, Annex 3.2 (B) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71) Required Delivery: March 31st 2015 Estimated Cost: $402,500.01 It is the Government of Canada's intent to issue a Sole Source contract to Quatrex Environmental as the Crown beleives they are the only firm to have had their fuel storage building tested in accordance with ULC/ORD-C142.6-2001 Storage Vaults standards . As such, Quatrex Environmental is the only supplier capable of performing the work. The statement of capabilities MUST definitively demonstrate how they are fully capable of meeting the technical requirements as outlined herein. Suppliers must include with their bid, a copy of test results which confirm performance testing (Full scale, Fire, testing, freeze thaw testing and container explosion testing) in accordance with ULC/ORD-C142.6-2001 Storage Vaults, at time of ACAN closing. Failure to provide proof of test results at time of ACAN closing will render the supplier non-responsive.
