The requirement is for 17 Digital Magnetic Range Sensor Nodes to support the reconstruction of the Halifax degaussing range at Ferguson's Cove. The Sensor Nodes contain built in calibration and alignment sub systems which work in conjunction with fiber optic carrying cables, allowing it to communicate with the shore station. Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Line1, DIGITAL MAGNETIC RANGE SENSOR NODE NSN: P6625-20-A0G3840 TOTAL QUANTITY:17 P/N: 2389-001-NM NSCM: 3AH44 (Omnitech Electronics Inc, Dartmouth, NS) Pressure Vessel rated to 100m depth Cylindrical, 100mm dia x 400mm in length Weight: 5kg Material: Acetal (Delrin), with 13mm wall thickness Power input: +15 to 18v, -15 to +18v DC Pressure vessel contains one analog magnetic sensor and one digital CCA Analog magnetic sensor unit is NSN 6625-99-860-0427 Digital CCA is power supply for analog magnetometer, has 3-axis test coils for magnetometer BITE, has 3-axis MEMS accelerometer for attitude correction, accomplishes a/d conversion and digitization of magnetometer data and is the central processor for the entire Sensor Node. SPECIFICATION REQUIREMENTS The Vendor shall provide full warranty coverage for the Sensor Nodes for a minimum of 3 years after installation in DND's submarine ranges. During this warranty period the Vendor shall replace, at their own expense, any Sensor Nodes which are no longer serviceable, including those which have been destroyed through water ingress resulting from anything other than excessive wear and tear such as anchor strikes. The Pressure Vessel which contains all analogue and digital electrical subassemblies shall be rated to at least 100m depth. This shall be demonstrated through testing, FEA, or Qualification by Similarity. The Pressure Vessel shall be designed for optimal lifespan in a marine, salt-water environment. The Sensor Nodes shall have Magnetic Field measurement range of +/- 100 mT. The Sensor Nodes shall have Linearity error <0.0015%. The Sensor Node Frequency response over 0 to 1kHz shall be maximally flat, ±5% maximum at 1 kHz. Scaling error shall be (DC) <±0.5%. Sensor Bandwidth shall be 0 to 3 kHz at 50µT. Orthogonality error shall be <0.1°. Alignment error of the Sensor axes to the sensor reference faces shall be <0.1° The Sensor Nodes shall have an internal, solid state spatial orientation device such as a MEMS accelerometer-based system, which shall provide sensor orientation in the 3 axes to within 1° accuracy. Internal noise shall be Between 6 -10pTrms/vHz at 1Hz. The Sensor Nodes shall provide full capability over the temperature range of -40°C to +70°C. The Sensor Nodes shall provide environmental protection in accordance with IP51. The Sensor Nodes shall be fitted with 3-Axis Built-in test coils for generating magnetic fields in order to self test each node. The Sensor Nodes shall be fitted with a temperature sensor. The Sensor Nodes shall accomplish A/D Conversion of raw magnetic field sensor data, and digitization of all internal Sensor data including signature measurements from units under test, BITE, Node temperature, sensor alignment, and status. The Sensor Nodes shall communicate with a shore station up to 3 miles away, through copper and fiber-optic signal electrical cabling. APPLICATION TRADE AGREEMENT AND OBLIGATIONS It is subject to the Agreement on the North American Free Trade Agreement (NAFTA), World Trade Agreement on Government Procurement (WTO-AGP) and Agreement Internal Trade (AIT). GOVERNMENT CONTRACT REGULATIONS(GCR) EXCEPTION AND LIMITED TENDERING REASON Government Contracts Regulations (GCR) Exception (SM 5.002 (d)), only one supplier (person or firm) is capable of performing the contract and; Limited Tendering (SM 5.031 (b)), where there is absence of competition for compatibility reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitutes exists.
