    The Department of Library and Archives Canada has a requirement
    for the following item to be delivered to:

    An Advance Contract Award Notice (ACAN) is a public notice
    indicating to the supplier community that a department or agency
    intends to award a good, service or construction contract to a
    pre-identified supplier, believed to be the only one capable of
    performing the work, thereby allowing other suppliers to signal
    their interest in bidding by submitting a statement of
    capabilities. If no other supplier submits a statement of
    capabilities that meets the requirements set out in theACAN, the
    contracting officer may then proceed with awarding the contract
    to the pre-identified supplier. It is important to note that
    anACANis not a "competitive" process. Also of note is that
    anACANprocess, even if conducted in accordance with the Policy,
    does not constitute a "competitive" process for the purposes of
    the trade agreements and any Canadian International Trade
    Tribunal (CITT) challenge. For the purposes of contract approval
    authorities only, a contract awarded after posting anACANfor
    which no valid statement of capabilities is submitted within the
    notice period is a competitive (electronic) contract.
    Suppliers who consider themselves fully qualified and available
    to meet the specified requirements may submit a statement of
    capabilities in writing to the contact person identified in this
    Notice on or before the closing date of this Notice. The
    statement of capabilities must clearly demonstrate how the
    supplier meets the advertised requirements.
    
    SPECIFICATION REQUIREMENTS
    
    Technical Description:
    The Pat (Professional Archival Turntable) must have: 
    1.	DC voltage to reduce/eliminate noise, stray magnetic and
    interference that can affect capture quality of a phonograph
    2.	Servo control to maintain extreme accuracy using Closed-Loop
    Feedback for precise speed regulation
    3.	Speed and Operation controlled Via Touch panel LCD Interface
    4.	Accuracy in 1/10 steps from 30 to 90 RPM's Platter speed
    5.	A Coreless Precision DC torque motor for a smooth quiet
    operation and long life expectancy
    6.	An Atmel CPU for System Control, Servo Control, Motor driving
    and User Interface
    7.	Professionally designed Custom Platter, balanced and weighted
    appropriately to accommodate the various formats and sizes used
    in Record Player playback archiving
    8.	Precision delrin bushings and steel ball technology for a
    long maintenance-free lifecycle, plus adjustable motor mount and
    mounting bracket for Road Runner Tachometer 
    
    
    APPLICATION TRADE AGREEMENT AND OBLIGATIONS
    This requirement is estimated at approximately $40,000.00 and is
    subject to Agreement on the North American Free Trade Agreement
    (NAFTA), Agreement Internal Trade (AIT) and the Canada FTA with
    Panama/Peru/Chile
    
    GOVERNMENT CONTRACT REGULATIONS (GCR) EXCEPTION AND LIMITED
    TENDERING REASON
    
    Government Contract Regulations GCR 6.d & SPM 3.15 (b.iv), only
    one supplier (person or firm) is capable of performing the
    contract;
    
    Limited Tendering where there is absence of competition for
    compatibility reasons, the goods or services can be supplied
    only by a particular supplier and no reasonable alternative or
    substitutes exists and for additional deliveries by the original
    supplier that are intended either as replacement parts or
    continuing services for existing supplies, services or
    installations, or as the extension of existing supplies,
    services or installations, where a change of supplier would
    compel the entity to procure equipment or services not meeting
    requirements of interchangeability with already existing
    equipment or services

    with one firm only as identified above. Should you have any

    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
