    REQUEST FOR PROPOSAL (RFP)
    
    TITLE: Closed Circuit Television System (CCTV) Life Cycle and Electronic Security Systems (ESS) CCTV Network Upgrade at CSC Kent Institution
    
    The Correctional Service of Canada (CSC) has a requirement for CCTV Life Cycle and ESS CCTV Network Upgrade at the Kent Institution located in Agassiz, B.C.
    
    The scope of work includes the design, supply, installation, testing and provision of operational and technical training on the CCTV Life Cycle and ESS CCTV Network Upgrade as described in the Statement of Technical Requirements (STR). Refer to Annex A.
    
    The Kent Institution is a multi-level security facility.  Work will have to be accomplished with minimum disruption to the daily operation and security of the institution.
    
    There is a mandatory bidders’ site visit associated with this requirement where personnel security screening is required prior to gaining access to the site.
    
    It is mandatory that the Bidder or a representative of the Bidder visit the work site.  Arrangements have been made for site visits to be held on January 10, 2019 at 10:00 AM Pacific Standard Time (PST) at the Kent Institution. Interested Bidders must meet at the Principal Entrance of the Kent Institution, 4732 Cemetery Road, Agassiz, B.C.  V0M 1A0.  Bidders will be required to sign an attendance form at each site visit.  Bidders should confirm in their bids that they have attended the site visit.  Bidders who do not attend or send a representative to the site visit will not be given an alternative appointment and their bids will be rejected as non-compliant.
    
    The representative of the Bidder will be required to have a valid government issued piece of identification (ID) (i.e. Driver’s License or Passport) in order to participate in the site visit.
    
    The Bidder must have at least one attendee at the site visit. The onus is on the bidders to arrive at the site visit in a timely manner.  Bidders arriving late will not be permitted to attend the site visit.
    
    It is also a mandatory condition of this requirement that all attendees provide an e-mail confirming their attendance to the site visit. Bidders are requested to clearly identify the name of the participant, the name of the company, e-mail address and telephone number and submit it to the Contracting Authority by e-mail at robert.dube@tpsgc-pwgsc.gc.ca or by fax to (613) 943-7620. It is requested that this information be received by this office no later than January 8, 2019.
    
    IMPORTANT NOTE: The Project and Site Drawings will be provided to all Bidders during the mandatory site visit.
    
    The work is requested to be completed within 30 weeks after contract award.
