    NATURE OF REQUIREMENT
    
    The Government of Canada requires the provision of Fleet Management Support Services where the Offeror will be responsible for the issuance and administration of a Government of Canada Fleet Card (GCFC), access to a Fleet Management Information System (FMIS) and provide other services related to the management of the Government of Canada’s fleet of vehicles as specified in the Annex “A” Statement of Work.  The scope of the services covered by the Standing Offer are specified in the Annex “A” Statement of Work.
    
    These services will be provided to any Government of Canada department, agency or Crown Corporation listed in Schedules I, I.1, II, and III of the Financial Administration Act, R.S., 1985, c. F-11 and any other identified users added to the Standing Offer through amendment. This may include Provinces, Territorial Governments. As a result of this competitive process, Public Works and Government Services Canada (PWGSC) will authorize National Master Standing Offer (NMSO). 
    
    Standing Offers are offers from potential Offerors to provide services at prearranged prices, under set terms and conditions, on an "as and when requested basis".  No contract exists until a call-up against a Standing Offer is issued by the Identified User specified herein.  Individual call-ups against this NMSO cannot exceed $400,000.00. (Applicable taxes included).
    
    
    The period for issuing call-up against the Standing Offer is from issuance to August 31, 2026. If the Standing Offer is authorized for use beyond the initial period, The Offeror offer to extend its offer for two (2) additional one (1) year periods under the same conditions and at the rates or prices specified in the Standing Offer. 
    
    The scope of the services covered by the Standing Offers are detailed in the attached Annex "A" - Statement of Work.
    
    This solicitation includes mandatory and point rated technical criteria. Refer to Part 3 and Part 4 and Annex G of the Request for Standing Offer.
    
    FINANCIAL EVALUATION
    
    The price of the offer will be evaluated in Canadian dollars, all applicable taxes excluded; FOB destination, Canadian customs duties and excise taxes included.
    
    The Financial Evaluation will be based on the total evaluated price of the financial offer using the Excel spreadsheet.
    
    To determine the total evaluated price, the all-inclusive prices and rates submitted in the Annex “B”: Basis of Payment will be multiplied and when specified divided by the corresponding quantities for evaluation, and then added together to obtain the subtotal for the fleet management support services as specified in the Annex “B”: Basis of Payment Excel spreadsheet being distributed through Government Electronic Tendering Service (BuyandSell.gc.ca). The total evaluated price for the period of the standing offer and option periods will be calculated by subtracting the fuel vendor discount from the subtotal the fleet management support services as specified in the Annex “B”: Basis of Payment Excel spreadsheet being distributed through Government Electronic Tendering Service (BuyandSell.gc.ca).
    
    
    BASIS OF SELECTION:
    
    To be declared responsive, an offer must:
    (a) comply with all the requirements of the Request for Standing Offers (RFSO); and
    (b) meet all mandatory technical evaluation criteria; and
    (c) obtain the required minimum of 70 percent overall of the points for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 300 points.
    
    Bids not meeting (a) or (b) or (c) will be declared non-responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer

    The Crown retains the right to negotiate with suppliers on any procurement.
